CDA Awards Nearly $3.9 Million for Affordable Housing Development and Homeownership Opportunities

The City of St. Louis - Community Development Administration (CDA) has awarded nearly $3.9 million in federal housing funds to support affordable housing development, rehabilitation, and homeownership opportunities across the City of St. Louis. The investments will support 34 housing units with a total development value of more than $10.9 million.

The Housing Awards from the Affordable Housing Production: Rental and For Sale NOFA include a mix of new construction and rehabilitation projects in neighborhoods including The Ville, Hyde Park, Fox Park, Dutchtown, Gravois Park, and the Central West End. Funding sources include the federal HOME Investment Partnerships Program (HOME) and Community Development Block Grant (CDBG) program administered by CDA.

“CDA is committed to using federal housing funds strategically to support high-quality development and neighborhood revitalization throughout the city,” said Matt Moak, CDA Executive Director. “These projects will help return vacant properties to productive use, expand homeownership opportunities, and continue building momentum in neighborhoods across St. Louis.”

The Ville Generations project includes nine new homes on North Sarah, just north of Dr. Martin Luther King Drive in the tornado-impacted area. These new construction in-fill homes are part of the City’s ongoing rebuilding efforts in partnership with trusted community developers like Northside Community Housing, Inc. Nearby St. Louis Development Corporation (SLDC) is advancing a separate ARPA-funded modular housing initiative that will bring ten new modular homes to nearby blocks of 4100 - 4200 Aldine Avenue.

Together, the projects represent more than $10.9 million in total development activity and reflect ongoing partnerships between CDA, nonprofit developers, community development organizations, and private sector partners working to increase access to safe, affordable housing.

These awards are part of CDA’s competitive Spring 2025Affordable Housing Production: Rental and For Sale Notice of Funding Availability (NOFA). Funding recommendations were delayed as the agency shifted resources to tornado response and housing recovery efforts following the May 16, 2025 storm.

The Community Development Administration administers federal housing and community development funding on behalf of the City of St. Louis, including HOME and CDBG funds provided through the U.S. Department of Housing and Urban Development (HUD)
