Summary
The Department of Human Services’ Inclement Weather Strategy for the 2023 – 2024 winter season is a comprehensive plan that addresses building emergency shelter bed capacity, forming robust collaborative outreach efforts, maintaining effective centralized intake and data collection, all while ensuring an improved communication strategy.

Providing overflow beds without addressing housing and support services does nothing to fill gaps in the system. The City is offering funds to assist the community in filling in system gaps with critical shelter and services for people experiencing homelessness in the coldest months of the year. The City seeks innovative proposals for:
