Information about HUD's Notice of Funding Opportunities for Continuum of Care

Overview

The US Department of Housing and Urban Development (HUD) has issued the FY2021 Continuum of Care Program Notice of Funding Opportunity on August 18, 2021. Renewal and prospective new applicants are strongly encouraged to read and review the NOFO and resource documents on the HUD Exchange. Important notes from the NOFO for new and renewal applicants:

  • This year, HUD is prioritizing projects coordinating with housing providers and healthcare organizations to provide permanent supportive housing (PSH) and rapid rehousing (RRH) services.
  • HUD will prioritize projects that follow a Housing First orientation.

Local CoC Program Competition

The City of St. Louis Continuum of Care MO-501 and the City of St. Louis are seeking proposals for the provision of housing and supportive services for persons experiencing homelessness. Selected projects from the local competition will be included in the CoC’s Collaborative Application that will be submitted to HUD in accordance with its FY2021 Continuum of Care Program Notice of Funding Opportunity published on August 18, 2021.

The deadline for project proposals to be submitted to the CoC’s Rank and Review committee is Friday, October 15, 2021.

FY 2021 HUD Continuum of Care Program Joint Request for Proposals New Homeless Housing and Services Projects
The City of St. Louis Continuum of Care MO-501 (CoC) Board of Directors and the City of St. Louis Department of Human Services (DHS) jointly announce this notice seeking proposals for New Projects for the following U. S. Department of Housing and Urban Development (HUD)

Below are descriptions of the required application documents:

  1. FY 2021 CoC Program City of St. Louis and CoC Joint RFP – Details of the funds available, eligible projects, conditions of funding, and proposal requirements and deadlines.
  2. STL City New Project Application FY2021 Cover Sheet – Required for all new project proposals electing to apply for funding as a subrecipient of the City of St. Louis Department of Human Services Homeless Services Division.
  3. STL City FY2021 New Project Application – Required for all new project proposals electing to apply for funding as a subrecipient of the City of St. Louis Department of Human Services Homeless Services Division.
  4. STL City FY2021 New Project Application Exhibits Tables – Excel file containing required exhibits for all new project proposals electing to apply for funding as a subrecipient of the City of St. Louis Department of Human Services Homeless Services Division.
  5. CoC New Project Application FY2021 Cover Sheet – Required for all new project proposals electing to apply for funding as a direct recipient to HUD and completing their application in the HUD eSNAPS application portal.
  6. CoC FY2021 New Project Narratives – Additional local competition questions required for all new and renewal project proposals.
  7. FY2021 CoC New Project Scoring Tool – CoC approved scoring tool for new project proposals to be utilized by the Rank and Review Subcommittee as part of its ranking and funding decisions.
  8. FY2021 CoC Renewal Project Supplemental Application – Required for all renewal CoC housing programs.
  9. FY2021 CoC Renewal Project Supplemental Scoring Tool – CoC approved scoring tool for renewal housing projects to be utilized by the Rank and Review Subcommittee as part of its ranking and funding decisions.
