The FY 2022 HUD Continuum of Care Notice of Funding Opportunity (NOFO) was published on August 1, 2022 and the application due date is September 30, 2022. The St. Louis CoC has begun the local competition and process to develop the local Collaborative Application.

This list represents the MO-501 City of St.Louis CoC recommended request for funding in the FY22 CoC NOFO that will be included in the consolidated application submitted to HUD by September 30, 2022.

New This Year: Additional Funds for Unsheltered Homelessness

 

The U.S. Department of Housing and Urban Development (HUD) released a first-of-its-kind package of resources to address unsheltered homelessness and homeless encampments.

Through this Special NOFO, HUD will award funding to communities to implement coordinated approaches -- grounded in Housing First and public health principles -- to reduce the prevalence of unsheltered homelessness, and improve services, health outcomes, and housing stability among highly vulnerable unsheltered individuals and families. HUD expects applicant communities to partner with health and housing agencies to leverage mainstream housing and healthcare resources.

UPDATED OCTOBER 5, 2022: The Continuum of Care appointed Review and Rank committee has made the final decision about what projects will be ranked and submitted to HUD. Four projects were proposed. FY 2022 CoC Consolidated Application

The FY 2022 CoC Consolidated Application consists of two parts which the Continuum of Care Board of Directors has voted on and approved. The first part is the Community Collaborative Application Document.

The second part of the FY 2022 Consolidated Application is the Project Priority Listing. This document will show how all projects have been reviewed, scored and ranked and approved by the Continuum of Care for submission to HUD.

Local CoC Program Competition Process

The City of St. Louis Continuum of Care MO-501 and the City of St. Louis are seeking proposals for the provision of housing and supportive services for persons experiencing homelessness. Selected projects from the local competition will be included in the CoC’s Collaborative Application that will be submitted to HUD in accordance with its FY2022 Continuum of Care Program Notice of Funding Opportunity published on August 1, 2022.

The local competitive Request for Proposals (RFP) opens on August 22, 2022 for both renewal and new projects. There is a shortened time period for applicants to submit all required materials to the City of St. Louis, due to HUD's specified timelines as published in the Notice of Funding Opportunity.
