Information about HUD's Notice of Funding Opportunities for Continuum of Care

Overview

The US Department of Housing and Urban Development (HUD) issued the FY2021 Continuum of Care Program Notice of Funding Opportunity on August 18, 2021. Renewal and prospective new applicants are strongly encouraged to read and review the NOFO and resource documents on the HUD Exchange. Important notes from the NOFO for new and renewal applicants:

  • This year, HUD is prioritizing projects coordinating with housing providers and healthcare organizations to provide permanent supportive housing (PSH) and rapid rehousing (RRH) services.
  • HUD will prioritize projects that follow a Housing First orientation.

Final FY 2021 CoC Consolidated Application

On November 12, 2021, the final FY2021 CoC Consolidated Application is posted to this City of St. Louis Webpage for public viewing. The Consolidated Application consists of three parts:

  1. FY 2021 CoC Competitive Application: this provides information to HUD about the CoC planning body, governance structures, overall performance and the strategic planning process. This competitive part is scored and will determine the order in which all CoC's in the country are funded.
  2. FY 2021 Project Applications: Each project application accepted and ranked is submitted to HUD.
  3. FY 2021 CoC Priority Listing: This includes any reallocation forms, all project listings and HUD Form 2991-Certification of Consistency with the Consolidated Plan, signed by the Authorizing Jurisdiction, dated between August 17, 2021 and November 16, 2021.

The final three part application must be submitted to HUD by 7:00 pm, November 16, 2021.

Local CoC Program Competition Process

The City of St. Louis and the Continuum of Care issued a joint RFP detailing the process for applying for funds and the local Rank and Review process for the local competition. The joint RFP Notice was published September 15, 2021 and closed on October 15, 2021.

Following the close of the RFP the Continuum of Care entered the Rank and Review process, as required by HUD to determine the FY 2021 CoC Priority Listing. Once the Ranking of projects is completed it, along with the full Consolidated Collaborative Application will be submitted to HUD by the required due date of Tuesday, November 16, 2021 at 7:00 PM. HUD makes the final selection of funded projects and will notify CoC’s when selection is completed.

Project applications submitted to the CoC for inclusion on the FY 2021 CoC Priority Listing must be reviewed and either accepted and ranked or rejected by the CoC. All project applications approved by the CoC must be listed on the CoC Priority Listing in rank order, except project applications for YHDP renewal or replacement, CoC planning and UFA Costs projects which are not ranked. Higher ranked projects will be assigned to Tier 1 and lower ranked projects will be assigned to Tier 2. The purpose of this two-tiered approach is for CoCs to notify HUD which projects are prioritized for funding based on local needs and gaps.

The final Ranking is available for public viewing as of October 28, 2021.
