As administrator of federal, state and local funds, the City of St. Louis Homeless Services Division provides a comprehensive approach in responding to the diverse needs of unhoused individuals and families in the City of St. Louis.
The City of St. Louis' Department of Human Services/Homeless Services Division (HSD) is the lead entity for the St. Louis City Continuum of Care (CoC). HSD performs several important functions to coordinate services in the CoC that include:
Development, coordination, and monitoring of new and existing service programs to meet the needs of the unhoused and/or at-risk population.
Negotiation of contracts with social service agencies to deliver these services ensuring through monitoring, that these services are not duplicated and that funds are efficiently and effectively utilized.
Coordination and direction of the CoC, a consortium of health and human service professionals, advocates, government officials, representatives from nonprofit agencies, and homeless clients from the metropolitan area.
Through these activities, the Homeless Services Division works to ensure an efficient mechanism for funding the most efficient and effective programs, reducing duplication of services and increasing innovative program design.

The St. Louis City Continuum of Care is commemorating over 20 years of providing services to the homeless.
The St. Louis City and St. Louis County embarked on the 5th year of The 10-Year Plan to End Chronic Homelessness in August 2010.
Since the City’s 10-Year Plan to End Chronic Homelessness, there has been a 310% increase in Permanent Supportive Housing beds for chronically homeless persons.
The City released its 5 year Progress Report on the 10-Year Plan in February 2011.
January 2017 PIT Count
The Point-in-Time (PIT) count is a count of sheltered and unsheltered homeless persons on a single night in January.
HUD requires that Continuums of Care conduct an annual count of homeless persons who are sheltered in emergency shelter, transitional housing, and Safe Havens on a single night.
This year's count was conducted on Thursday, January 26, 2017.
