Information about HUD's Notice of Funding Opportunities for Continuum of Care

NOFO Overview

For Continuum of Care Funding, HUD appoints the local CoCs to determine a  Collaborative Applicant, who manages the overall NOFO Competition. This year, the CoC Board has changed collaborative applicants, from the City of St. Louis to Peter & Paul Community Services. To access the full local competition information, go to www.STLCoc.org.

While the overall competition is being managed by Peter & Paul this year, the City of St. Louis Department of Human Services remains a recipient of CoC funds for 18 projects eligible to apply for renewal funds. Additionally, the City is open to working with new and existing subrecipients who wish to operate new projects.

The below activities are for City Subrecipients, which must first apply for CoC funds through the City's Dept of Human Services RFP process. The City will then submit approved project applications to the CoC, per the local NOFO Competition deadline.

Significant Dates / Activities:

  • 6/1/2026 - HUD released the FY 2026 Continuum of Care Competition Notice of Funding Opportunity. Local Competion Opens.

  • 6/17/26 - City released RFP for City of St. Louis Subrecipient applications. Applicants can apply for renewal and new projects. (add link to RFP page)

  • 6/17/26 - 7/16/26 - Applicants can submit questions to hsd-proposals@stlouis-mo.gov.

  • 6/25/26 - 6/26/26 -Technical Assistance Office Hours provided by Consultant, OrgCode, Cindy Crain. Time can be scheduled with ccrain@orgcode.com.

  • 7/13/26 - 7/15/26 - Technical Assistance Office Hours provided by Consultant, OrgCode, Cindy Crain. Time can be scheduled with ccrain@orgcode.com.

  • 7/20/26, by 4:00 pm - City Subrecipient New and Renewal Project Applications DUE. Applications should be submitted to hsd-proposals@stlouis-mo.gov.

  • June 12: CoC Board of Directors approved the final CoC Rank and Review Policies & Procedures. 
  • June 15: FY2026 Local CoC Competition RFP published
  • June 17: ZOOM: CoC Local Competition Applicant Briefing 10 – 11:30 am
  • June 17: City Subrecipient RFP published.
  • June 25-26: Consultant one on one Office Hours with applicants: schedule via email ccrain@orgcode.com
  • July 13-15: Consultant one on one Office Hours with applicants: schedule via email ccrain@orgcode.com
  • Mon. July 20 4:00pm: City of St. Louis Subrecipient New and Renewal Project Application Deadline: hsd-proposals@stlouis-mo.gov
  • Mon. July 27 Noon CST: CoC Local Competition New and Renewal Project Application Deadlines
  • July 27 – 30: Collaborative Applicant Reviews and Prepares Application Packets for Review and Rank Committee
  • July 30: Review and Rank Committee Project Handoff and Training 12-1:30 PM
  • Aug 5: Review and Rank Committee Prioritization meeting
  • Aug 6: CoC Board Approves Project Priority List
  • Aug 7: Applicants notified by email of rank and funding decisions
  • August 26: Submit CoC Grant to HUD

FY 2026 CoC Consolidated Application

Letter of Intent

The deadline to submit a Letter of Intent for the 2026 Continuum of Care (CoC NOFO) competition has passed. Organizations that did not submit a Letter of Intent may still be eligible to apply for funding.

Letter of Intent – Renewal Projects
If your organization had an awarded project in the previous year's CoC NOFO competition, you will be applying as a “RENEWAL.”

Letter of Intent – New Projects
If you have not previously been awarded CoC NOFO funding and are interested in applying for the 2026 competition, you will be applying as a “NEW” project.
Existing projects that intend to change their current project in any way—such as returning funds, reallocating funds, consolidating projects, changing project type, or changing recipient status—must also apply as a “NEW” project.
