The City of St. Louis Mayor’s Office seeks a hands-on, detail-oriented Construction Field Operations Supervisor to serve as the on-the-ground operational lead for the tornado recovery repair and demolition programs. This role monitors and manages real-time issues in the field, coordinates and schedules city final inspections with the Repair Program Manager, the Repaired Properties Director, the Chief Recovery Officer, and construction management to ensure the quality of repairs, and coordinates and triages with the construction management firm and field monitors on any field issues. Reporting to the Director of the Repaired Properties team within the Mayor’s Recovery Office, and working closely with both the Repair Program Manager and the Demolition and Debris Program Manager, the Field Operations Supervisor keeps repair and demolition work moving safely, on schedule, and to standard across the tornado-impacted zone.

We seek a supervisor who is comfortable moving between active job sites and program leadership—equally at home reading a site condition, resolving a contractor issue, and coordinating a final inspection. Success in this role means safe sites, quality repairs and demolitions, and a field operation that leadership and residents alike can trust.

Position Description

The Construction Field Operations Supervisor monitors real-time field conditions, responds to issues as they arise, and triages with the construction management firm and field monitors to keep work safe and on track. When issues exceed the field level, the Supervisor escalates them to program leadership for resolution.

The Field Operations Supervisor coordinates and schedules city final inspections in partnership with the Repair Program Manager, the Repaired Properties Director, the Chief Recovery Officer, and construction management to verify the quality of completed repairs. Working closely with the Repair Program Manager, the Demolition and Debris Program Manager, contractors, monitors, inspectors, and program leadership, the Supervisor helps ensure properties are completed to standard and moved efficiently through inspection and close-out.

Key Functions

• Real-Time Field Management: Monitoring active repair and demolition sites and managing issues as they arise to keep work safe and on schedule.
• Final Inspection Coordination: Coordinating and scheduling city final inspections with program leadership, City departments, and construction management to ensure the quality of repairs.
• Monitor & Field Team Oversight: Providing oversight of and partnership with the construction management firm and contracted third-party monitors and field operations teams for the demolition and repair programs, triaging field issues and escalating as needed.

Responsibilities

Field Operations & Real-Time Issue Management

• Monitor and manage real-time issues in the field across active repair and demolition sites.
• Provide on-site confirmation or correction of scopes of work for both repair and demolition contract specifications.
• Serve as an on-site point of contact, responding quickly to problems and keeping work moving safely.
• Track field conditions and flag risks, delays, or quality concerns for timely resolution.

Inspection Coordination & Quality

• Coordinate and schedule city final inspections in partnership with the Repair Program Manager, the Repaired Properties Director, the Chief Recovery Officer, and construction management.
• Verify that completed repairs and demolitions meet quality standards before and through final inspection.
• Support timely close-out of properties by aligning inspections with completion.

Coordination & Triage

• Provide oversight of and partner with contracted third-party monitors and field operations teams supporting the demolition and repair programs.
• Coordinate and triage with the construction management firm and field monitors on any field issues.
• Escalate unresolved or significant issues to program leadership for resolution.
• Communicate field status and issues clearly to keep leadership, contractors, and partners informed.

Skills and Qualifications Desired

• Field Operations Management: Proven ability to manage active construction or demolition sites and resolve issues in real time.
• Construction & Demolition Knowledge: Working understanding of residential repair, demolition, and construction management and site safety practices.
• Inspection & Quality Assurance: Experience coordinating inspections and holding work to quality standards.
• Problem-Solving & Triage: Ability to assess field issues quickly, resolve what can be handled on-site, and escalate the rest.
• Coordination & Communication: Strong ability to coordinate across contractors, monitors, inspectors, and program leadership, and to communicate clearly.
• Recovery & North St. Louis Focus: Preference for candidates with background in, experience with, or a strong connection to the North St. Louis tornado-impacted zone and to disaster recovery efforts.
• Composure: Proven ability to work under pressure, manage competing priorities, and handle sensitive matters with diplomacy and tact.
• Preferred Background: Significant experience in construction or demolition field supervision, inspection, project or field management, public works, disaster recovery, or a related field, with a commitment to public service.

Experience & Education

This role is experience-focused, with no specific degree requirement. We are most interested in a demonstrated track record of supervising construction or demolition field operations, coordinating inspections and quality assurance, and working with contractors and construction management firms. The role requires the ability to work on-site across the tornado-impacted zone. Relevant education, certifications, or trade credentials are welcome but not required, and can be substituted by comparable professional experience.

Salary Range

$55,000 – $70,000 annually, commensurate with experience and qualifications.
