Fire Captain Leon Whitener
Public Education Officer - Training Academy
“If it’s predictable, it’s preventable”
For Captain Leon Whitener III, those words have become more than a motto-they are the guiding philosophy behind a lifetime of public service. Whether protecting lives as a firefighter, educating families, mentoring young people, developing specialized rescue teams, or creating innovative community programs, Captain Whitener has dedicated his career to preventing tragedy before it occurs.
A proud native of St. Louis, Captain Whitener was born, raised and educated in the city’s public schools. Captain Whitener’s connection to the community began in the historic Carondelet neighborhood of south St. Louis. It was in this very diverse neighborhood where he learned to value people from every walk of life. Here he developed an appreciation for community, and service.
Today with more that more than 34 years in the St. Louis Fire Department, Captain Whitener serves as the Community Risk Reduction Officer, where prevention is the cornerstone of his work. He believes that fire service’s greatest success is measured not only by the lives saved during emergencies, but by the emergencies that never happen because someone was prepared.
As the St. Louis Fire Department’s Community Risk Reduction Officer, Captain Whitener oversees several of the department’s most impactful public safety initiatives. He directs the city’s Smoke Alarm Distribution Program, ensuring residents have working smoke alarms and the education needed to reduce fire-related injuries and fatalities. He also leads the department’s public safety education efforts through community presentations, school programs, and the interactive Safety House Program, teaching children and families how to prevent fires and safely respond to emergency situations. In partnership with Cool Down St. Louis, Captain Whitener oversees the department’s air conditioner distribution and installation program, helping protect elderly and disabled residents during periods of extreme heat. Through each of these initiatives, Captain Whitener advances his guiding philosophy: “If it’s predictable, it’s preventable.”
Captain Whitener currently oversees the St. Louis Fire Department’s Canine Search and Rescue Team. Combing his professional leadership skills with his lifelong knowledge as a houndsman and animal trainer, he helped shape the team’s vision, develop partnerships, and secure resources necessary to advance it’s mission. His experience training multiple state and national champion beagles provided a unique foundation for understanding canine behavior, handler development and the teamwork required for successful search and rescue operations.
Captain Whitener’s courage and dedication were recognized with the prestigious Missouri Medal of Valor, the highest honor awarded to first responders in the state. He received this honor for his heroic off-duty actions when he entered a burning building without protective equipment, alongside a civilian bystander, to rescue a wheelchair-bound elderly woman trapped inside.
Beyond the fire service, Captain Whitener is a credentialed minister, author, mentor and inspirational speaker. Alongside his wife, his best friend and partner in life, he co-authored a book focused on marriage and divorce that achieved Amazon Best Seller and #1 New Release recognition in five categories. Together, they continue to encourage and strengthen families through their message of faith, commitment and restoration.
Captain Whitener is also a respected horse trainer, avid horseback rider and advocate for youth exposure to agriculture and equestrian lifestyles. One of his visions for St. Louis is the creation of an equestrian and ranch facility that introduces young people to opportunities they may never otherwise experience. He believes that when children can see it, touch it, and experience it they can begin to envision themselves achieving it.
A dedicated mentor, Captain Whitener has spent much of his life developing others. As a track and field coach, he has guided young athletes to championship level achievements, including podium finishes at the AAU Junior Olympics. He coaching philosophy extends beyond competition, focusing on discipline, character, confidence, and preparing young people for success in life.
Captain Leon Whitener III has dedicated his life to leaving people and communities better than he found them.
