City of St. Louis Workforce Development Board, Inc. (WDB) Bylaws outline purpose and governing principles for successful implementation of WDB's Local Four (4) Year Plan.  The Board strives to increase access to and opportunities for employment, education, training, and support services needed by the residents and citizens of the City of St. Louis, particularly those with barriers to employment, to succeed in the labor market.
