Summary
The Land Clearance for Redevelopment Authority of the City of Saint Louis (“LCRA”) seeks proposals for 24/7 security services to support the vacant, Railway Exchange Building and the condemned parking garage in Downtown St. Louis.

LCRA is seeking to acquire the Railway Exchange building at 615 Olive. It has already acquired the parking garage at 612-622 Olive along with other parcels in City Block 129. The Railway Exchange formerly housed Macy’s department store, and the garage is commonly known as the former “Macy’s garage.” The garage includes four retail spaces that are all vacant. The garage is expected to be demolished in late 2025 or 2026. The Railway Exchange building will be preserved. LCRA will work to find an investor who will redevelop it for future use. LCRA is seeking professional security services for the entire identified area. The selected firm will be responsible for monitoring the facility in person, 24 hours a day, 7 days a week. Personnel shall be armed or unarmed and have the appropriate licenses to provide such services. Personnel shall conduct regular patrols both inside and outside the building. Personnel will report any observed damages or potential safety risks associated with the facility. Security cameras have been installed on buildings across the street from the Railway Exchange on all four sides. Security personnel will be provided access to view the video images in real time on equipment (tablet or laptop) to be provided by the security firm.
