  • Locust-Tucker Garage Request for Proposals
    The Land Reutilization Authority of the City of St. Louis (“LRA”) is seeking proposals for the redevelopment 306-316 North Tucker Boulevard and 1122 Locust Street. The adjacent parcels are located on City Block (“CB”) 516 in Ward 7 along the boundary between Downtown and Downtown West. The parcels form a rectangular 0.57-acre development site bound by Locust Street to the north, a small surface parking lot and historic commercial uses to the east, and Tucker Boulevard to the west. The Board of Election Commissioners building—a portion of which is being converted to loft apartments—and office uses border the site to the south. The site is currently improved with a vacant, seven-story, 476-space concrete parking structure with retail space on the lower, first, and second levels. Both parcels are currently owned by Tucker Parking Equity, LLC, but LRA expects to become owner if it confirms the title and obtains a sheriff’s deed as a result of tax sale 204, where the parcels were sold as parcels 204-201-267 and 204-201-268. This RFP is requesting a mix of uses including commercial and/or residential spaces with associated parking, while substantial rehabilitation of the existing structure or demolition and new construction will be considered. The inclusion of sufficient parking to support the proposed use as well as nearby office and residential users will also be key to a successful redevelopment proposal.
