Overview

If you are a new resident, or just moving to a new home in the city, we are glad you're here. The Collector of Revenue is responsible for collecting earnings tax, real estate tax, personal property tax, and water-refuse bills, fairly and efficiently.

Earnings Tax

Earnings Tax is a one percent tax on earned income such as salaries, wages, commissions, tips and other compensation, collected from all city residents regardless of where they work, and non-city residents who work within city limits. These funds comprise one-third of the City's budget and are directed into the City's general fund. The City of St. Louis is the sole recipient of these funds.

Personal Property Tax

Personal Property taxes are collected on all motorized vehicles, boats, recreational vehicles, motorcycles, and business property. The value of personal property is assessed by the Assessor's Office. Tax bills are mailed to citizens in November, and taxes are due by December 31st of each year.

Pre-Pay Personal Property Taxes

Our office accepts deposits towards future property tax liabilities from individuals and businesses enrolled in the pre-pay program. You can pay what you want, when you choose, as often or as seldom as you like.

Real Estate Tax

The Real Estate Department collects taxes for approximately 220,000 parcels of property within city limits. Property valuation or assessment is conducted by the Assessor's Office every other year (odd numbered). Each November, the Collector of Revenue Office sends a tax notice to all landowners. Taxes are due by December 31st of each year.

Pre-Pay Real Estate Taxes

Water and Refuse Bill Payment

Water and refuse fees are billed together in cycles.

Water

Water bill payments are collected under the rates established by the City Charter and are billed quarterly.

Refuse

Fees are collected under the rate ($14 per month per inhabitable dwelling unit) established by the City Ordinance #70579 on July 14, 2017.

Refuse Division - City of St. Louis

Direct Payment

Direct payment allows customers to pay their Water-Refuse bill directly from their checking or savings account. We will continue to send you a billing statement for your records, or you can sign up for e-billing at stlwater.com. The amount due will be automatically deducted from your account on the due date shown.
