The proposed Bill will prohibit the issuance of any package or drink liquor licenses for any currently non- licensed premises located within the boundaries of the Twelfth Ward Liquor Control District, established by the bill, for a period of four-years from the effective date. Exceptions to the prohibition will allow, during the moratorium period, for the limited transfer of existing licenses, under certain circumstances, and renewal of existing licenses. The proposed bill’s impact on the community will be to decrease numerous peace, health, safety and general welfare problems including loitering, littering, drug trafficking, prostitution, public drunkenness, defacement and damaging of structures, pedestrian obstructions, as well as traffic circulation, parking and noise problems on public streets and neighborhood lots in the 12th Ward Neighborhoods.
