CDA Developer Resources

Resources for developers seeking CDBG or HOME Partnership funds

Our goal is to provide efficient, affordable housing that respects neighborhood context and enhances quality of living and property values. Use the navigation on the left for more information about our development process.

To accomplish this goal, CDA awards funding to developers in the form of CDBG or HOME Partnership funds--federal dollars that are then used to provide gap financing necessary to rehabilitate or construct housing.

CDA is seeking developers with at least a working knowledge of the construction process, an understanding of real estate finance, familiarity with the role of the architect, and a deep commitment to the production of affordable housing. Outstanding candidates will have a deep understanding of the development process, the role of the developer, a good track record of previously successful projects, and a basic understanding of HUD compliance rules related to CDBG and HOME Partnership funds.

A provision of the Housing and Urban Development Act of 1968, the purpose of Section 3 is to direct employment and other opportunities generated by HUD financial assistance to low-and very low-income workers and public housing residents, and to businesses that provide economic opportunities to such workers.
