Housing Production
Uses federal funds to encourage housing development in targeted areas of the City.
CDA Housing Development provides funding to both non-profit and for-profit developers to renovate dilapidated/abandoned properties or develop vacant land with an emphasis on safe, decent, and affordable housing primarily for low and moderate income persons.
Funding is provided wholly through a grant from the U.S. Department of Housing and Urban Development via their Community Development Block Grant program, HOME Investment Partnership program, and Neighborhood Stabilization Program.
2026 HOME-ARP Supportive Services Notice of Funding Availability
Overview
The City of St. Louis – Community Development Administration (CDA) announced on April 24, 2026 the availability of up to $1.5 million in HOME-ARP funding to support supportive services for vulnerable populations.
Funding is intended to assist individuals and families who are:
- Experiencing homelessness
- At risk of homelessness
- Fleeing domestic violence, dating violence, sexual assault, stalking, or human trafficking
- Other qualifying populations as defined by HOME-ARP
Programs should provide services that promote housing stability, safety, and long-term self-sufficiency.
Eligible Activities
HOME-ARP funds may be used for a range of supportive services and housing-related assistance, including:
- Case management
- Child care
- Food assistance
- Legal services
- Mental health services
- Transportation
- Housing counseling
- Rental assistance
- Security and utility deposits
- Moving costs
Eligibility
Eligible applicants include nonprofit organizations with the demonstrated staff capacity and financial systems necessary to successfully administer supportive service programs.

Application Process
Applications must be submitted through CDA’s online portal: CDAgrants.stlouis-mo.gov
Applicants are strongly encouraged to attend the informational workshop and review all application materials prior to submission.
