Summary
The City of St. Louis, Department of Human Services (DHS), Homeless Services Division (HSD) issues this Request for Proposals (RFP) for the following U. S. Department of Housing and Urban Development (HUD) programs:

FY2024 CONTINUUM OF CARE (CoC) – PLANNING GRANT

The City of St. Louis and St. Louis City Continuum of Care is seeking experienced entities and organizations with knowledge of the compliance requirements pertaining to 24 CFR 578.7, who can plan and implement activities to benefit the City of St. Louis Continuum of Care organization and member agencies to evaluate, analyze and make recommendations for policies and procedures to the City's homeless response system. The City expects to contract with multiple entities in order to complete the tasks outlined below by December 31, 2026.  Applicants are encouraged to submit proposals for one or more projects under this RFP.
