Heather Barbour

Heather Barbour joined the City of St. Louis Mayor's Office in June 2026 to support the City's tornado response efforts. She works for the Tornado Recovery Office, handling contract administration, financial coordination, and procurement oversight to advance projects that serve St. Louis tornado survivors.

Before joining the City, Heather spent more than 20 years in healthcare finance, specializing in the revenue cycle. Her experience includes leadership roles with both a multi-state hospital system and a national behavioral health organization.

Outside of work, Heather is passionate about dog rescue and fostering, helping them find permanent homes through advocacy, rehabilitation, and community outreach in the St. Louis region.
