Jim Hill
Chief Cost Recovery Officer
Jim Hill spent his entire career with Ernst & Young in St. Louis, serving as a partner for 24 years before retiring in June 2025. He led EY’s relationships with several of the region’s largest companies, including Centene, Emerson, Bayer/Monsanto, Berkshire Hathaway, Exelon, and Ameren.
A lifelong St. Louisan, Hill stepped in shortly after the May 16, 2025, tornado, first as a volunteer, then joining Mayor Spencer’s Recovery Office as chief cost recovery officer in August 2025. He oversees the financial components of the City’s recovery efforts and works closely with FEMA, SEMA, and City leadership across the Mayor’s Office, the President of the Board of Aldermen’s Office, and the Comptroller’s Office.
Hill is a graduate of Miami University in Oxford, Ohio, and is a Certified Public Accountant. Throughout his career, he has remained active in nonprofit service and currently serves on the Board of Directors of Hope Ignites and on the Audit Committee of the Archdiocese of St. Louis.
