Welcome to the 2023 Open Enrollment for City of St. Louis

The 2023 open enrollment period will run from April 25, 2022 to May 20, 2022.

*Please note that the City medical and dental plans will remain the same for the 2023 plan year.

If you do not want to make an enrollment change, no action is necessary during open enrollment.

Frequently Asked Questions

Need to make a change?

  • Elect to enroll in any plans for which they are eligible,
  • Terminate coverage for any plans in which they are currently enrolled, 
  • Add or remove dependents from plans, or
  • Make changes to any plan in which they are currently enrolled.

What do you need to do?

  1. Complete the single form consolidated enrollment (City Plans Enrollment Form | Police Division Plans Enrollment Form) with the desired change. Please see the rate sheet (City Plans Rate Sheet |Police Division Plans Rate Sheet) for more information on premiums.
  2. Make sure to include any necessary dependent documentation.
  3. Turn all documents in to your department payroll specialist, or scan and email to CityEmployeeBenefits@stlouis-mo.gov.

Alternatively you can go to yor department payroll specialist for open enrollment information and the enrollment form.

For changes to be processed and be put into effect, forms must be received by City of St. Louis Employee Benefits Section no later than May 20, 2022.

Forms received after this deadline will not be processed, resulting in continuation of existing coverage with no enrollment changes.

Please note that outside of open enrollment current employees may only make enrollment changes within 31 days of a Qualifying Event.

Life Insurance, Dependent Life Insurance, and Accidental Death & Dismemberment 

The vendor for these policies will be changing to The Standard Insurance Company for the 2023 plan year. There will be slight changes to Dependent Life Insurance and AD&D plans.

The AD&D coverage  for City employees will now match the coverage for The Police Division, and be purchasable in incriments of $25,000 up to a total of $250,000 (or a maximum of 10x the employees base salary).

If an employee is currently enrolled in AD&D and does not wish to make a change, then their coverage amount will remain the same and no action is required.

Dependent Life Insurance for City and Police Division employees will change from two tiers to one single tier providing $10,000 in coverage for the loss of a spouse or dependent child. 

Employees already enrolled in Dependent Life Insurance will automatically be transitioned to the new singe tier, with a bi-weekly premium of $2.92.
