Open Enrollment for City of St. Louis Employees
The 2026-2027 open enrollment period will be from May 17 to June 6, 2026. No open enrollment request will be accepted after June 6th.

Enrollment closes: June 6, 2026
Coverage is effective June 28, 2026. Deductions will display on the pay stub dated July 17, 2026.

Instructions
- Visit the City employee medical forms page or the Police Department medical forms page to find the open enrollment forms.
- If you are making NO changes, there is NO action required from you.
- If you are adding dependents to coverage, complete the required enrollment form and provide dependent proof.
- If you are removing dependents from coverage, complete the required enrollment form.
- Review your pay check stubs regularly to verify accuracy of your benefit deductions and other important payroll information.
Plan Information
Medical Plans
The City of St. Louis will continue to offer employees medical insurance and vision insurance coverage through Anthem Blue Cross and Blue Shield and pharmacy benefits through Express Scripts for the next plan year. There will be some plan design changes implemented, as a cost containment measure, in response to the high usage and cost of the plans. The bi-weekly insurance premium rates for the plan year 2026–2027 are included in the annual Anthem Open Enrollment booklets, accessible through the links below. Please refer to the Summary of Benefits and bi-weekly rates published.
Dental Plans
We will continue to offer dental coverage through Delta Dental of Missouri. All dental plans include Diagnostic and Preventative services, which remain covered at 100%. There will not be an increase in the premium contributions for the Dental plans this year. There will be no change in dental benefits in for Delta Dental.
Life Insurance
Optional Life/Accidental Death and Dismemberment (AD&D)/Optional Dependent Life Insurance
The City and Police Life Insurance benefits provided through The Standard Insurance Company include the employer-provided Basic Life with coverage based on the employee’s annual base salary; in addition to the employee elected Optional Life, Accidental Death and Dismemberment (AD&D), and Optional Dependent Life Insurance will remain the same in the coverage offered. There will be no increase in the premium contributions for these plans this year.
Long Term Disability Plans
The Long-Term Disability plans are offered through The Standard Insurance Company. The plans and rates, for both, the City and Police Long Term Disability Plans for remain the same. There will be no increase in the premium contributions for these plans for the 2026-2027 play year and the benefits for all plans will remain the same.
