Instructions
- If you are making NO changes, there is NO action required from you.
- If you are adding dependents to coverage, complete the required enrollment form and provide dependent proof.
- If you are removing dependents from coverage, complete the required enrollment form.
Coverage will be effective June 29, 2025. Deductions will display on the pay stub dated July 18, 2025.
Medical Plans
The City of St. Louis will continue to offer employees medical insurance and vision insurance coverage through Anthem Blue Cross and Blue Shield and pharmacy benefits through Express Scripts for the next fiscal year. There will be no changes to the plan design to the coverage under the medical plans; the bi-weekly insurance premium rates will go through an increase for plan year 2025-2026. Dental Plans
We will continue to offer dental coverage through Delta Dental of Missouri. If you are a participant in the FCL Dental Source plans you will need to change your coverage to Delta Dental as the City will no longer offer the FCL Dental Source option. There will be an increase in the premium contributions for the Dental plans this year, which will be guaranteed for the next 3 years. There will be no change in dental benefits in for Delta Dental.
Life Insurance
Optional Life/Accidental Death and Dismemberment (AD&D)/Optional Dependent Life Insurance
City and Police Division Life Insurance benefits which include the employer-provided Basic Life; in addition to the employee elected Optional Life, Accidental Death and Dismemberment (AD&D), and Optional Dependent Life Insurance will remain the same in the coverage offered. The rates for Basic Life Insurance will increase, while the Optional Life rates will decrease.
Long Term Disability Plans
Long Term Disability Plans for both the City and the Police Division will be administered by the Standard. The Core LTD program rates will decrease, and the employee Buy-Up rates will decrease. The benefits for all plans will remain the same.
