Board Makeup and Terms

The DFOB is composed of nine members, who are nominated by the Mayor or Chairperson of the Public Safety Committee and appointed by a vote of the Board of Aldermen.

A board member must:

  • Be a City resident.
  • Have reached the age of 16 by the date that they will take office.
  • Not hold or be a candidate of any public office.
  • Not be an employee of the City of St. Louis or of the State of Missouri.
  • Not have an immediate family member who is currently employed by the Division of Police or the Division of Corrections.
  • Not have been incarcerated in the 2 years prior to their nomination to the DFOB or serving on parole or probation at the time of their nomination or at any time during their service on the DFOB.
  • Not be employed or have an immediate family member who is employed by any law enforcement or corrections agency or by any entity conducting business in the corrections field or providing services to detention facilities.
  • Have demonstrable experience, knowledge, or expertise in one of more of the following fields: corrections, law enforcement, financial management, law, medicine, public health, mental or behavioral health, social work, civil liberties advocacy, education, or other field equally relevant to the DFOB’s purpose and duties.

About the Board

The Detention Facility Oversight Board (DFOB) serves as an advisory body to the Mayor, Commissioner of Corrections and the Director of Public Safety with regard to detention facility operations, conditions of detention, and Division of Corrections policies.

The Board:

  • receives complaints of alleged corrections misconduct and detention incidents
  • issues subpoenas to require the attendance of witnesses or production of documents
  • is granted access to city detention facilities upon request in order to obtain information and make findings and recommendations, including recommendations regarding Division of Corrections' policy and procedures, employee professional development, and employee disciplinary action

The board was established by City Ordinance 71430 and is supported by Board Bill Number 47.
