Tattoo Facility Requirements
Requirements for a tattoo facility to obtain a permit in the City of St. Louis
Ordinance 70813 governs the operation of tattoo facilities.
- No person shall tattoo, brand, or perform body piercing on a minor unless such person obtains the prior written informed consent of the minor’s parent or legal guardian. The minor’s parent or legal guardian shall execute the written informed consent required pursuant to this section in the presence of the person performing the tattooing, branding, or body piercing on the minor or in the presence of an employee or agent of such person.
- A person shall not tattoo, brand, or perform body piercing on another person if the other person is under the influence of intoxicating liquor or controlled substance.
- No practitioner of tattooing, branding, or body piercing shall practice and no establishment in which tattoos, brands, or body piercing are applied shall be operated without a license issued by the License Collector pursuant to the Revised Code of the City of St. Louis.
- A licensee shall not increase the number of tattoo chairs over the number specified in the drawing filed with the Board of Public Service; provided, however, the board may authorize such increase upon application by the licensee.
- Hours of operation are as stated in the application.
- The petitioner shall maintain a State Missouri License and City of St. Louis business license at all times.
- The premises shall not be issued a public nuisance notice pursuant to Ordinance No. 68535 or its successor ordinances.
