Purchasing Prop NS Buildings

Buildings certified as fully stabilized will be listed here as available for purchase.

Overview

Buildings stabilized through Prop NS will be made available for offers to purchase during 21-day bid windows. The available properties will include 12 newly-listed Featured Buildings, as well as all prior listed properties which have not sold. For more information and photos of the available properties, check out the links in the Featured Buildings section of this webpage.

The most recent 21-day bid window closed on Monday, 3 June 2024Complete and valid offers received by the end of the 21-day bid window will be reviewed and evaluated by LRA staff and voted on at the following LRA Board of Commissioners meeting.

The current bid window is OPEN from Monday, 8 July 2024 to Monday, 29 July 2024 at 12 pm (NOON). To submit a bid during the upcoming bid window, please follow the guidelines described below.

Bidding Process

Prospective purchasers may submit offers to purchase during 21-day bid windows. The LRA Board will review all offers that are received by the bid closing date, and select the buyer with the highest bid who (in LRA's assessment) has the capacity to complete the rehab and bring the building up to occupancy code. LRA will record a deed of trust on each Prop NS-stabilized property to ensure that rehab will be completed by the purchaser within 24 months.

LRA will generally only sell an offeror one property at a time. You may submit offers on multiple properties per round, but be aware that you may only have your offer accepted on one property. LRA will only sell additional properties to prior purchasers when they have shown significant progress on their earlier Prop NS purchase.

Complete and valid offers received by the end of the 21-day bid window will be reviewed and evaluated by LRA staff and voted on at the following LRA Board meeting. All offers submitted will receive a letter through the mail informing the offerors of the decisions made by the LRA Board.

Eligibility

  • Must be legally able to own real estate in the State of Missouri
  • If an entity, must be in good standing
  • If other properties are owned in the City of St. Louis, must
    • Be current on all real estate taxes owed to Collector of Revenue
    • Have no outstanding code violations with the Building Division
    • Have no outstanding service fees due to Forestry Division
    • Have no open problem property cases with City Counselor’s Office
  • If previously purchased LRA property, must be within compliance of any LRA contracts and agreements

The form may be delivered either by mail or in person, provided it arrives before the posted deadline. Please note that only fully completed forms will be considered for purchase.

 

Featured Buildings

The following properties have been recently stabilized through the Prop NS program, and are available for offers to purchase until Monday, 29 July 2024 at 12:00 pm (noon). To submit an offer, follow the guidelines above, and deliver the completed offer form and supplemental documents to the LRA offices. Offers must be received within the 21-day bid window. If you have any questions, please email prop-ns@stlouis-mo.gov.

Open Houses

The Prop NS staff will provide an opportunity for the general public to tour Featured Buildings for which we have received open house requests. Weather permitting, open houses will be held the week of July 15th. Prop NS staff will only open one building at a time, and the final schedule of openings will depend on which properties have been requested.
