Apply for a Blocking Right of Way Permit

Blocking Right of Way Permits are required for any activity that will block any portion of the street or sidewalk such as dumpster placement, moving truck, construction related street closures.

Overview

The Street Department is responsible for maintaining the safety of the public right-of-way, and requires a permit to temporarily block any part of a street, sidewalk or curb lane.

The blocking right of way permit is for blocking traffic or a curb lane for construction equipment, a dumpster, a storage container, a moving truck, etc.

Preparation

What to Know

Application Timeframe

  • For applications of significant size or length of time, submit no later than two weeks prior to the date needed. This facilitates a timely review for the permit date.
  • For all other applications, submit no later than one week prior to the date needed. Staff will review the request, respond with any questions, and process the permit.

Blocking hours for sidewalks, curb lanes, and traffic lanes

Monday-Friday (weekdays), between 9am-3pm.

Consideration will be given to extended work hours depending on the traffic characteristics of the location.

Barricades

You will also need to provide all barricades for blocking, including reflective tape and flashers during all hours of darkness. For lane closures, barricades must be at least 1 foot inside the blocked lane (not directly on the lane line).

Information to Assemble

  1. Your contact information.
  2. The location, dates and hours for which you will be requesting a permit. Include preparation time, work time, and teardown time.
  3. Number of parking lanes, driving lanes and sidewalks to be blocked.
  4.  List of all meter numbers in the blocked area (you will need to rent these).
  5. A traffic control plan. The plan is required with all blocking applications and must:
    1. Detail how the safety and mobility of motorists, bicyclists, pedestrians, and persons of all abilities will be addressed during the term of the permit.
    2. Address the safety and productivity of the permit holder while on site.
    3. Contain a map detailing any temporary signage or striping, barricades, fencing, a shaded area denoting the dimensions of the work zone and remaining roadway width.
  6. A Mobility and ADA Access plan. Temporary accommodations for maintaining mobility and ADA access for pedestrians are required to the satisfaction of the Street Department.
  7. If street blocking is for communications cable, you will need to attach a Communications permit.
  8. Public Improvement permit.

For documents, we accept .gif, .jpg, .jpeg, .png, .tiff, .bmp, .pdf, .txt, .rtf, .csv, .doc, .docx, .xls, .xlsx, .ppt, .pptx and .zip files under 50 MB.

The system allows you to upload a maximum of 20 documents with your application. You may upload more documents on the case manager page after you submit.

Instructions

  1. Use the Begin Online button below to submit your application.
  2. After submitting your application, you will receive a confirmation email and an application ID number. You can monitor the status of your application by entering your application number on the Track and Manage a Case, Permit, or License page.
  3. We will review your application and check for any unpaid invoices you or your company might owe to the city. If all is in order, we will approve your permit for issue.
  4. Once your permit has been approved, you may come to our office at 1900 Hampton Ave. to pay for and pick up your permit. Make a payment to the Street Department.

What to Expect

Once the permit is obtained, post the "No Parking" signs (which include the permit number) 24 hours prior to the blocking.
