The Open Streets Pilot Program allows businesses or neighborhood groups to transform underutilized streets or portions of streets into welcoming public spaces, closed to vehicles, using low-cost materials such as paint, movable planters, and seating.

The Open Streets Pilot Program has a 3-month permit that will be processed by the Street Department. The application opens March 23rd, 2026 and applications are due April 17th, 2026. Interim plazas can begin installation on May 15th, 2026 and must be removed by August 16th, 2026. Applicants may agree to a shorter permit time frame, however it must fall within the same 3-month window as above.

Preparation

Terms and Conditions

You will need to agree to the following conditions:

  • Your application will be rejected or the permit withdrawn if the City in its sole discretion determines that the site presents significant safety or traffic circulation concerns.
  • You will be responsible for coordinating any issues or permissions required from curbside activities (valet parking, deliveries, pick-up/drop-off, etc.) affected by the proposed site.
  • No food preparation or storage may occur in the plaza area.
  • You will clean and maintain the interim plaza daily.
  • Certain activities require a Special Event Permit; refer to the Special Events Permit website for more information on types of activities that require a permit.

Assemble Information

In your application, you will need to answer the following questions:

  • What street/location are you submitting for the Open Streets Pilot Program? (Please include a visual for clarity)
  • Are there any existing city-owned assets or facilities within the proposed Open Streets plaza area? (fire hydrants, catch basins, light posts, etc.)?
  • Who will be the primary contact responsible for the Open Streets Plaza?
  • What partners (businesses, neighborhood organizations, non-profit groups, etc.) are involved in the proposed Open Streets Plaza?
  • Which businesses or properties adjacent to the proposed area are not involved in the Open Streets Plaza?
  • What days and times during the week do you envision the street being closed to through traffic? This may range from one day per week to 24/7. Please provide as much detail as possible.
  • Describe your proposed plan for the space. Include sample activities, projected daily use, furnishings, programming, and other relevant details.
  • Include any additional information explaining why this location would be a strong candidate for the program.

What to Expect

  • Be prepared for site visits or meetings with City staff to further explore the potential of transforming the proposed space into an Open Streets Plaza.
  • You will need to acquire a liability insurance policy of $1,000,000 listing the City of St. Louis as additionally insured before acquiring your permit.
  • As you are part of a pilot program, you will be asked to be involved in future meetings reflecting on the success and challenges of the program.
