Housing Production
Uses federal funds to encourage housing development in targeted areas of the City.
CDA Housing Development provides funding to both non-profit and for-profit developers to renovate dilapidated/abandoned properties or develop vacant land with an emphasis on safe, decent, and affordable housing primarily for low and moderate income persons.
Funding is provided wholly through a grant from the U.S. Department of Housing and Urban Development via their Community Development Block Grant program, HOME Investment Partnership program, and Neighborhood Stabilization Program.
Tornado Recovery Vacant Unit Turns Program NOFA
The City of St. Louis - Community Development Administration announces the availability of funding to facilitate the repair, maintenance and updates of vacant rental units for the purpose of providing rapid rehousing for City residents who have been displaced by the effects of the May 16 tornado. This funding only applies to rental properties located within the City of St. Louis.
The CDA-assisted units are restricted to lease by families whose homes have become uninhabitable due to severe tornado damage. Available Funding CDA anticipates awarding approximately $2,500,000 in Rams Settlement funds.
Units must be rented to families who have been identified through a case management agency as in need of rapid rehousing as a direct result of the May 16th 3 tornado.
Applications open: Sept. 26, 2025, at 5 pm
Public Hearing & Workshop: Oct. 7, 2025, at 10 AM
Applications Due: Oct. 31, 2025, at 4 PM or until all available funding is obligated.
NOTE: Applicants should apply as soon as possible for this funding. Applications will be reviewed and rated on a rolling basis to ensure units are renovated and occupied by December 31, 2025.
