CDA Seeks Contractors for Commercial Facade Improvement Program

Opportunities for contractors to improve commercial corridors. Sealed bids due September 10 for facade improvements.

The City of St. Louis’ Community Development Administration (CDA) is inviting bids from qualified contractors to perform exterior rehabilitation and repair services for 16 commercial businesses across the city. This initiative is part of the City’s broader commitment to neighborhood revitalization — supporting small businesses, removing accessibility barriers, and investing in vibrant, welcoming commercial corridors that strengthen local economies.

Funded through the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) program, the Commercial Facade Improvement Program requires contractors to comply with all federal labor standards, including Davis-Bacon prevailing wage rates, and EPA Renovate Right certification for work on pre-1978 buildings.

Work may include masonry repair, tuckpointing, painting, exterior lighting, windows and doors, signage, awnings, power washing, ADA ramps, and other improvements. The 16 project sites are:

  • Intertwine LLC (4710 Virginia)
  • JAD Productions LLC (2621 Cherokee)
  • Locs of Glory LLC (5886 Delmar)
  • MNLS Partnership (3125 Meramec)
  • Star Bethel MB Church (3529 N. Jefferson)
  • Sugarwitch LLC (7726 Virginia)
  • The Mallet Shop (2000–2010 S. 8th St.)
  • The Property Experts / Palomino Lounge (5876 Delmar)
     

Pre-bid site visits will be held August 18–20, 2025, and sealed bids are due by 4:00 p.m. CST on September 10, 2025. Contractors must demonstrate prior experience with commercial projects and submit all required bid forms. Questions must be submitted in writing by August 27 to CDARFP@stlouis-mo.gov
