City of St. Louis Seeks Applicants for Detention Facilities Oversight Board

The board will receive complaints of alleged incidents, direct investigations, and submit recommendations regarding policies and procedures.

The City of St. Louis is seeking nine individuals to comprise its Detention Facilities Oversight Board (DFOB). The DFOB, passed by the Board of Aldermen and enacted by Mayor Tishaura O. Jones, will receive complaints of alleged Corrections misconduct and detention incidents, direct investigations to the Commissioner, and submit recommendations regarding Division of Corrections’ policy and procedures. Applications are now open and will close on Feb. 14.

“Detainees in city facilities must be treated with respect,” said Mayor Tishaura O. Jones. “After receiving recommendations from Corrections Task Force representatives and visiting the facilities covered under this bill, I am proud of our work together with stakeholders to create this board to help ensure claims of injustice from within our detention facilities are taken seriously.”

“This was a true collaboration between community leaders, the Board, and the Mayor’s Office,” said Public Safety Committee Chairman Joe Vaccaro. “There is more work to be done and we are hopeful that this will be the first step toward a more just St. Louis.”

Appointment to the DFOB requires nomination by either the Mayor or Chairman of Public Safety, as well as confirmation by the Board of Aldermen. DFOB members are expected to be fair and objective; act without bias or favor for complainants, detainees or employees; and make decisions based only upon the facts and the evidence before them.

Applications are due by Feb. 14, 2022 at 11:59 PM CST and will be reviewed on a rolling basis up until that point. Applicants are encouraged to apply as soon as possible. Applicants who are unable to utilize the online application can submit a completed .pdf form by email at or by mail:
