Nature of Work
Incumbents in this position will work under the HIV and STD prevention coordinating the operation of the HIV & STI testing site at the City St. Louis Department of Health. Ensures required health screenings are completed, referral for HIV and STI treatment (link to care), and assists Prep navigation and any other referral to essential support services. Complete detailed data entry at state database and complete yearly and monthly reports. This position also assists with education, testing, and referrals of individuals affected by and at risk of transmission. Supervise testing site operation and processes specimens and controls. Develop and implement procedures to follow by staff at the testing site, and provides technical assistance to subcontractors. This position will report to the HIV Prevention Program Manager I.

A Bachelor’s degree in Public Health, Nursing, Health Care Administration, Social Work, Community Health Education, Biology or a related field; plus two years of public health experience in sexual health, and communicable diseases field. OR an equivalent combination of education, training, and experience.

License: Must possess and maintain a valid Missouri driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present license upon request. Candidates must be willing to train and perform counseling and testing services which include drawing blood and obtaining specimens for HIV, STD and Viral Hepatitis screenings.
DESIRABLE QUALIFICATIONS: A Master’s degree in one of the above fields and experience in HIV and STI prevention including referral process to care/treatment or in the region. Experience in data management and analysis; supply and inventory control. Experience providing or supporting services to Individuals at risk of transmission of STI or HIV, the LGBTQ community, and People living with HIV (PLWH).

CITY RESIDENTS PREFERENCE POINTS: City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
