Nature of Work

The incumbent in this position will be responsible for developing and recommending programs, policies, and procedures, as well as advising the Airport Planning & Development division heads. Duties include managing the FAA Airport Noise and Operations Management System (NOMS) and responding to noise complaints from the public and elected officials; directing grant development programs as well as contracts for various services; preparing capital improvement program data;  coordinating and drafting the Airport de-icing plan for aviation tenants, staff and Air Traffic Control Tower.

Minimum Qualifications

A Bachelor’s degree in Business or Public Administration, Aviation or Airport Management, Environmental Studies, or a related field; plus four years of experience in airport operations with attention to airport noise abatement.

Documentation of academic credentials must be submitted upon request.

DESIRABLE QUALIFICATIONS:  Knowledge of FAR Part 150 and related Advisory Circulars; Code of Federal Regulations (CFR) sections regarding noise compatibility studies, airport de-icing facilities, and historical planning; National Environmental Policy Act (NEPA); NPDES permitting; VALE; ground transportation planning; experience in federal grant writing.

CITY RESIDENTS PREFERENCE POINTS: City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points.  City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.

Employees assigned to St. Louis Lambert International Airport may be eligible for a commuting allowance of $141.00 bi-weekly. A ten year background investigation will be conducted in accordance with FAA regulations for positions at St. Louis Lambert International Airport.
