Position Specifications

Incumbents in this position are responsible for managing and providing leadership in all financial matters and assets of the City of St. Louis at the direction of the Comptroller. Incumbents direct the daily operations of the Comptroller’s Office to ensure all financial transactions are handled in a fiscally appropriate manner so that cash flow to the City is maximized and expenditures for City services are minimized. Duties include managing all aspects of debt (bond and note) issuances of the City and providing leadership in bond financing, credit rating, and investor relation matters; participating in the negotiations and structuring of economic development projects for the City; and overseeing the TIF (Tax Increment Financing) staff and all aspects of arbitrage reporting, trustee accounts, and all regulatory compliance as well as management over Accounts Payable, Fixed Assets and Projects, Federal Grants, Redevelopment, Debt Administration, Financial Reporting and Payroll.

Minimum Qualifications

A Bachelor's degree in Accounting, Finance, Business Administration with emphasis in Accounting, or a directly related field; plus ten years of professional experience in a high level financial management capacity in a municipal government.  OR an equivalent combination of education, training and experience.

CITY RESIDENTS PREFERENCE POINTS: City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points.  City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
