    I came by the property after speaking to the property manager the day before, explaining to the property manager that it is illegal to turn off a tenants power. The property manager told me that he would check into the situation and was not aware at that time of any issues. I told him that I would call the tenant and work out a time frame to visit the property and call him back. I called back and told him the time and date that was agreed upon and asked if he or his maintenance technician would like to be present and he stated that he would be present. The next day, today, I arrived along with my lead inspector II, and called the property manager. He was not there and gave me the code to get inside and told me that there were three or four units that had issues with their circuit breakers that were over heating. Because of this they had to turn breakers off. I asked if they had to turn the entire unit off and he said no. He said that it was a couple of breakers. I then asked if just a couple of breakers were off then the unit should have power and he said correct. I then hung up and visited the tenant who made the complaint and noticed that the power was on. He stated that the power was restored around 11:00 pm the previous night. We then asked him if maintenance came by and he said no. We then went to the electrical room to see if we could gain access and it was locked. Lead inspector II spoke to the property manager via phone and explained that it was illegal to turn a tenants power off and that at this time this would be documented and a letter will be sent out and if there is another incident like this it will go straight to court.
