Apply for the Water Utility Assistance Program
American Rescue Plan Act (ARPA) funds have been allocated to assist residents with past-due water accounts. Find out how to apply.
Overview
In an effort to bring down the number of past-due residential water accounts, the City of St. Louis, in partnership with the Collector of Revenue Gregory F.X. Daly and United Way, has begun the Water Utility Assistance Program. The program will enable more St. Louisans to get started on repaying past-due water bills.
Funds will be awarded on a first-come, first-served basis and consist of a one- time credit of up to $500.

Ensure you meet the eligibility requirements.
- You are a St. Louis City resident. Check your address here to ensure it's within City limits.
- You and/or a family member were impacted by the COVID-19 pandemic.
- Your water account is over 90 days delinquent.
- Your household income is at 80% AMI (Area Median Income) or below.

Terms
- You will need to enroll in a debt repayment plan for your outstanding water and refuse charges not covered by the assistance program.
- You will need to agree to receive financial literacy information from the Saint Louis City Treasury Division.

Prepare to provide the following:
- Photo ID
- Proof of Primary Residence
- Demonstrate COVID-19 Hardship
- Proof of COVID-19 Hardship may be a self-attestation statement
- Proof of Earned and Unearned Income for all Household Adults.
- Proof of Social Security Number for all Household Members.
- Past Due Water Utility Bill

Use the Begin Online button to apply.
Documentation such as your ID, pay stubs, and recent water bill will need to be uploaded at the end. Please secure all of your documentation before starting the application.
You may save your progress and return to complete your application within 15 days of starting it. The documentation you upload will be saved in the application system once the application is submitted. If it is not complete, your application will be delayed.

What to Expect
- Completed applications will be reviewed within 20 business days.
- You will receive notifications on the progress of your application, including when its approved, by either text message or email.
- A letter will be mailed to you that tells you if you qualify for help and the amount you will get. Do not stop paying your bills during this time.
- A worker may call if they need more information or clarification.
- If you qualify for help, you will receive a one-time credit of up to $500 applied directly to your water account.
- You will also be required to enroll in a repayment plan with the Collector of Revenue’s Office to pay the remaining balance. Based on your balance, you must enroll in either a 12-month or a 24-month repayment plan.
