Construction by the Army Corps

The United States Army Corps of Engineers (USACE) will be coordinating the design, engineering, and construction of the NextNGAWest headquarters.

he Army Corps is going to award a Design Build contract to deliver a majority of the new facility to NGA. Army Corps manages the design-builder. NGA specifies the requirements and will ultimately move into the building. The Design Build process is a method of project delivery in which one entity, works under a single contract with the project owner to provide design and construction services.   Army Corps will pick a winning contractor using a 2-phased process.  Phase 1 is a qualifications only selection of up to 3 firms that have the best qualifications to build the NGA facility. Phase 2 is when those 3 firms prepare a concept design solution and a price in a competition for the contract award. Those 3 concepts are kept a secret during the selection process to ensure the competition is fair. Only the winning concept is released after award of the contract.

Army Corps/NGA has received proposals for the first Phase and are in the process of downselecting to a maximum of 3 best qualified firms. That process will span to fall of 2017.   The Phase 2 design competition will commence following the selection of the three firms.  Design Build Contract award is scheduled for late summer 2018.
