Submit Plans for Utility Work in the Right-of-Way

The Street Department maintains the public right-of-way. Tracking and de-conflicting right-of-way work helps ensure the best outcomes for businesses, their employees, and our residents and visitors.

Overview

Ordinance 71943 enacted a comprehensive Utility Coordination policy designed to address roadway degradation by outlining strict coordination and repair standards for excavations that impact vehicle and pedestrian traffic. 

All utility providers operating in the City of St. Louis must submit a long-term utility work plan annually by January 1st, with no more or less than 3 years of plans contained therein.

Preparation

What to Know

  • You must provide any ongoing or planned projects, even if you provided them previously. The city does not calculate deltas between previously submitted data and new data provided by the same utility during the import process.
  • Supplying information as part of this process does not remove any requirements for excavation, blocking, utility, communications, or other such permits from City of St. Louis agencies.

You can submit your information in any one of the following ways:

  • Best for: Administrative staff, contractors, and non-GIS utility managers.
  • How it works: A simple spreadsheet with built-in dropdown menus for required fields (e.g., utility type, work description). Partners fill in tabular street boundaries, which feed directly into our automated polygon generator.

Information to Assemble

  • The geographic bounds of each project in the file type you chose above.
  • Contact information for the point of contact for each project.
  • Actual or estimated dates of start and completion for each project.

Instructions

  1. Assemble your file in the type you chose above. Please use whichever is easiest for you; you do not need to supply more than one.
  2. Email your file to uprow@stlouis-mo.gov. Include in your email:
    • Contact information for the point of contact for each project.
    • Actual or estimated dates of start and completion for each project.

What to Expect

After submitting your file, you will receive an email within a few business days stating whether your file was ingested and, if not, what errors occurred.

Once planning files are successfully received and processed, a representative from a City agency will contact you and/or the point of contact attached to specific projects where coordination or planning activities are needed.
