Position Specifications

This is a management position within The Lambert-St. Louis International Airport's Business Diversity Development (BDD) Program Office. Incumbent reports to the Airport Assistant Director of Community Programs and will serve as the point person for all Minority Business Enterprise and Women-owned Business Enterprise (M/WBE) issues in the Assistant Director’s absence. Incumbent will be responsible for the daily supervision of M/WBE contract compliance. Examples of duties include: planning, assigning, organizing and directing the work of subordinate Contract Compliance Officers and clerical staff; assuring all MBEs and WBEs projected for use have been certified by the City of St. Louis prior to bid opening; conducting utilization plan reviews prior to pre-award conferences; determining whether an M/WBEs utilization plan is acceptable and assisting in the recruitment and placement of M/WBEs; verifying M/WBEs perform a commercially useful function throughout the contract duration; conducting visits to project sites to verify contract compliance; reviewing joint ventures between M/WBEs and non-M/WBEs to verify the joint venture is eligible for participation, and assisting the Assistant Director of Community Programs in developing/refining departmental policies and procedures.

Minimum Qualifications

A Bachelor’s degree in Business or Public Administration, Fiscal Management, Airport Management, Community or Urban Development, Construction Management, or a closely related field; 

and, at least three years of recent progressively responsible experience supervising or monitoring development projects at a corporation or a governmental or not for profit organization.

OR, an equivalent combination of education, training and experience.

VETERAN'S PREFERENCE POINTS:  To be eligible for veteran's preference points, the applicant must submit a copy of their DD 214 Certificate of Release or Discharge from Active Duty with the Employment Application or upon request.  The Director of Personnel may, in their discretion, accept alternate documentation.

CITY RESIDENTS PREFERENCE POINTS:  City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points.

Employees assigned to St. Louis Lambert International Airport may be eligible for commuting allowance of $141.00 bi-weekly.  A ten-year character investigation will be conducted in accordance with FAA regulations for positions with the Airport Authority.
