The proposed bill would amend Section 18, paragraph C. of Ordinance 68604 (20.46.010 City of St. Louis Revised Code), concerning fees for street blocking permits. It would repeal the residential street blocking permit requirements and fees, and instead implement requirements and fees for high “volume areas” and low “volume areas”, which are defined in the bill. The bill would remove the one-week cap on extending street blocking permits for containers, and instead require the Director of Streets’ approval for such extensions, as well as implement permit fees for high and low volume areas. The bill would also require justification of sidewalk closures and, when closures occur, the implementation of measures to ensure mobility accommodations.
