Many homes built before 1978 contain lead-based paint. When ingested, lead can cause serious health problems including nervous system and kidney damage as well as learning disabilities. Children under six are at greatest risk of ingesting lead dust from deteriorating lead-based paint.

When lead hazards are found, owners may apply for financial assistance. Assistance is awarded based on the following criteria:
- What is the income of occupants?
- Do children under six live at the residence?
- Is the property occupied by the owner?
