Neighborhood Transformation Grants Now Open for 2025 Proposals

The City of St. Louis - Community Development Administration (CDA) is now accepting proposals for its FY 2027 Neighborhood Transformation Grants. These competitive grants are designed to support impactful projects in Qualified Census Tracts (QCTs) and Economic Justice Index (EJI) priority areas across the city.

Eligible applicants include nonprofit organizations, Community Development Corporations (CDCs), homebuilders, contractors, and neighborhood associations. CDA welcomes a wide range of proposals—from affordable housing development to green space improvements, public art, and other community-led revitalization efforts.

Available funding

FY 2027 Neighborhood Plan Implementation NOFA ($607,000)

The FY 2027 Neighborhood Plan Implementation NOFA provides funding to turn adopted neighborhood plans into action through large-scale projects, improvements, programs and services. CDA is seeking proposals that advance specific priorities identified in neighborhood plans and leverage additional public and private investment to create meaningful neighborhood improvements.

Eligible Applicants 

The Respondent for this funding must be a neighborhood association, non-profit organization, community development corporation, or developer associated with a neighborhood or contiguous group of neighborhoods in the City of St. Louis.

Multiple non-profit organizations, neighborhood associations, CDCs and/ or developers may apply together as a team, provided that each organization would be eligible to apply separately and all non-profit organizations or neighborhood associations are associated with the same neighborhood or contiguous set of neighborhoods.

Any developer that applies must be aligned with a non-profit organization associated with a neighborhood or contiguous group of neighborhoods, or a neighborhood organization.

CDA anticipates receiving applications from neighborhood associations and CDCs, but welcomes applications from non-profit organizations and developers whose mission and work is tied to a specific neighborhood or contiguous set of neighborhoods.

Eligible & Priority Geography

Projects funded through the Neighborhood Plan Implementation NOFA must directly support the implementation of a neighborhood plan adopted by the City of St. Louis Planning Commission since 2018. Eligible plans cover neighborhoods throughout the City, including areas of North St. Louis, South City, Downtown, the Central Corridor and the West End. Proposed projects must clearly connect specific improvements, programs, services or other activities to priorities identified in an eligible neighborhood plan.

All neighborhoods included within an eligible plan may be considered for funding. As part of the competitive evaluation process, CDA will also award bonus points to proposals that advance neighborhood plan implementation in certain priority geographies. These include tornado-impacted neighborhoods, neighborhoods within one-half mile of the Greenline alignment, areas within the Promise Zone, and neighborhoods located within HUD-approved Neighborhood Revitalization Strategy Areas.
