The St. Louis Municipal Finance Corporation (SLMFC) is the primary authority through which the city issues debt to fund lease-purchase agreements. It was established in 1991 by the city of St. Louis to lessen the burden of government by financing, acquiring, leasing or subleasing real property and any improvements thereon and personal property to the City of St. Louis.

The board of directors is established by the SLMFC bylaws and as of July 5, 2023 is composed of:

- Vice President: Nancy Cross, Director of Operations
- Vice President: Jay Nelson, Chief of Staff to the President of the Board of Aldermen
- Secretary: Sheena Hamilton, City Counselor
