Strategic Land Use Plan of the St. Louis Comprehensive Plan
The plan assigns land use designations that indicate what future development focus is intended for each block in the City.

Overview
The City of St. Louis recently adopted a new land use plan, the 2025 Strategic Land Use Plan of the Comprehensive Plan.
The new SLUP imagines a future St. Louis that is guided by this vision: St. Louis will be a city that is equitable, thriving, and growing, to the benefit of all current and future residents. By moving towards this vision, St. Louis will affirm its role as the economic and cultural heart of the region for generations to come.
Leaning into what makes St. Louis unique, this plan is considered “form-forward”. This means that the plan is not solely focused on land use, but one the scale, form, and density of buildings. St. Louis is the urban heart of the region. St. Louisans want to ensure that our city remains urban, walkable, diverse, and equitable.
The SLUP contains seven new designation categories. These are: Neighborhoods, Corridors, Nodes, Central Areas, Campuses, Industrial Areas, and Open Spaces. Each designation includes community-driven and data-informed guidance on the size, scale, and style of future development.
The SLUP also contains Allied Strategy Recommendations. These recommendations were compiled through community engagement, our expert working groups, and national planning best practices. They contain implementable steps for achieving the goals of the SLUP. Many partners will be necessary for implementing the SLUP, and this includes you! If you are interested in learning more about the engagement process, visit the SLUP project website here. This website will also serve as the project site for the upcoming Zoning Code Upgrade. This will be the next major step in implementing the SLUP.
