Notice: Short Term Rental Permit Applications Paused Due to Court Order

On April 22, 2025, a court’s order prohibited the City of St. Louis from enforcing Ordinance 71729, which governs short-term rentals in the City of St. Louis. The court’s order can be found here. The court has scheduled a hearing on May 5, 2025, to decide whether to extend or modify the current order.
To comply with the court’s order, the City is temporarily pausing the following until the court order expires or is modified:
- Acceptance of applications for a permit to operate short-term rentals in the City of St. Louis under Ordinance 71729;
- Inspections of short-term rental units in connection with permit applications;
- Issuance of permits to operate short-term rentals in the City of St. Louis under Ordinance 71729;
- Issuance of conditional use permits for short-term rentals under Ordinance 71729 located in Dwelling Districts zoned as Single Family A;
- Collection of short-term rental permit fees required under Ordinance 71729;
- Collection of the 3% fee provided for by Proposition S, approved at the ballot by City voters at the November 2024 general election.
The City is communicating this information to short-term rental platform operators. While the court’s order is in effect, short-term rentals without the permit required under Ordinance 71729 may continue to be listed and operate on those platforms.
The City’s next steps regarding permit requirements for short-term rentals will depend on the court’s forthcoming orders. As soon as the court issues further orders regarding Ordinance 71729, the City will act quickly to issue guidance to permit applicants and short-term rental platform operators.
