Detention Facilities Oversight Board

The Board advises the Mayor, Corrections and Public Safety regarding detention facility operations, conditions of detention, and Division of Corrections policies.

Overview

The Detention Facility Oversight Board (DFOB) serves as an advisory body to the Mayor, Commissioner of Corrections and the Director of Public Safety with regard to detention facility operations, conditions of detention, and Division of Corrections policies. The DFOB receives complaints of alleged corrections misconduct and detention incidents, issues subpoenas to require the attendance of witnesses or production of documents, and is granted access to city detention facilities upon request to obtain information and make findings and recommendations.

Terms

All Board members are appointed for three-year terms. No member shall serve on the DFOB for more than 2 consecutive three year terms provided, however; an initial member appointed for a term of less than three years and members appointed to finish the unexpired term of another member shall be eligible to serve two consecutive, full three year terms.

About the Board

The Detention Facility Oversight Board (DFOB) serves as an advisory body to the Mayor, Commissioner of Corrections and the Director of Public Safety with regard to detention facility operations, conditions of detention, and Division of Corrections policies.

The Board:

  • receives complaints of alleged corrections misconduct and detention incidents
  • issues subpoenas to require the attendance of witnesses or production of documents
  • is granted access to city detention facilities upon request in order to obtain information and make findings and recommendations, including recommendations regarding Division of Corrections' policy and procedures, employee professional development, and employee disciplinary action

The board was established by City Ordinance 71430 and is supported by Board Bill Number 47.
