Set Up a Residential Water/Refuse Account

Instructions to set up a water/refuse account to receive water, trash and recycling service at a residence.

Overview

In the City of St. Louis, water and refuse services are administered and billed together. To register for a refuse account, sign up for a water account and your refuse account will be created automatically.

Preparation

  1. Download the Water Service Application Form.
  2. Fill out the form.
  3. Print and sign the form.

Please note that the application needs to be signed by the resident AND the property owner, if different. Also, before water can be turned on, the Note of Responsibility (page 3 of the application) needs to be filled out and signed.

Instructions

Submit the form to the Water Division. Forms can be delivered in the following ways:

Fees

The City provides citizens with residential trash service at $14 per month per dwelling unit. Read more about refuse collection.

What to Expect

No further action is required for your refuse account; your refuse service charges will appear on your water/refuse bill. If your address uses roll cart collection, the carts will be dropped off at your residence. If one or both of your carts are missing or damaged, contact Citizens' Service Bureau.

For water setup, the Water Division will review your application and respond with further steps to complete your service connection. If the water is already on at your residence, it takes approximately 5 business days to transfer the water into your name. If the water is not yet on at your residence, the Water Division will work as quickly as possible to get it turned on for you. You do not need to be present at your residence when the water is turned on.

Additional Information

Water and refuse services are administered by their respective departments, but bill payment is done by the Office of the Collector of Revenue.
