Pursuant to Ordinance Number 70333 as amended by Ordinance Number 71394, the proposed bill directs the Director of Streets to install to install speed humps to calm the flow of traffic on the 5700 and 5800 blocks of Woodland Avenue at the specified locations.

The proposed bill directs the Director of Streets to install speed humps on the 1500 block of Howell Street pursuant to Ordinance Number 70333 as amended by Ordinance Number 71394.

The overall purpose for this bill is to conditionally vacate the following street. Selber Court from Goodfellow Ave. west to its terminus. The Petitioner is Steele Hillvale LLC. The vacated area will be used to improve safety and security, as well as, maintenance by changing the road to a private street of the apartment complex.

The Department of Health is hereby authorized to accept such funds. The proposed bill directs the Director of Streets to install speed humps on the 5300 block of Claxton Avenue, 5900 block of Sherry Avenue, 5500 block of Era Avenue, 5900 block of Emma Avenue, and the 5400 block of Beacon Avenue pursuant to Ordinance Number 70333 as amended by Ordinance Number 71394.

This Board Bill would establish requirements pertaining to the retention of employees performing janitorial and security services under contracts for such services with the City and/or City Agency. It provides for certain exemptions, setting forth consequences for violations, establishing requirements in the event the City and/or City Agency outsources janitorial and security services being performed by employees of the City and/or City Agency and establishes policies in the event the City and/or City Agency determines to have its employees perform janitorial and security services. It contains a severability clause and effective date clause.

This Board Bill, recommended by the Board of Estimate and Apportionment, appropriates to the City of St. Louis Department of Health (the “DOH”) an additional Seven Hundred Sixty-Nine Thousand Six Hundred Sixty-Eight Dollars ($769,668.00) in Epidemiology and Laboratory Capacity Enhancing Detection Expansion (“ELC-EDE”) grant funds awarded from the Missouri Department of Health and Senior Services, resulting in a total ELC-EDE grant of Two Million Two Hundred Fourteen Thousand Two Hundred Seventy-Three Dollars ($2,214,273.00). The original ELC-EDE grant amount of One Million Four Hundred Forty-Four Thousand Six Hundred Four Dollars ($1,444,604.00) was appropriated to DOH by Ordinance 71462. This Board Bill further authorizes DOH to accept the additional Seven Hundred Sixty-Nine Thousand Six Hundred Sixty-Eight Dollars ($769,668.00) of ELC-EDE funding; authorizes the Director of DOH to expend all such funds, to the extent received, and to make, negotiate, and execute any and all contracts or other documents on behalf of the City for the purposes set forth in the grant; and contains an emergency clause.

This Board Bill, recommended by the Board of Estimate and Apportionment, appropriates to the Department of Health $276,462.64 in funds received by the City of St. Louis pursuant to the national opioid settlement agreement entered into between and among the Settling States, Participating Subdivisions, and Janssen, dated July 21, 2021 (the “Janssen Settlement Agreement”); appropriates to the Department of Health $279,141.34 in funds received by the City of St. Louis pursuant to the national opioid settlement agreement entered into between and among the Settling States, Participating Subdivisions, and the Settling Distributors, dated July 21, 2021 (the “Distributor Settlement Agreement”); authorizes the expenditure of such funds, to the extent received; and contains an emergency clause.

The proposed bill directs the Director of Streets to install seven speed humps on the 5000 block of Beacon Avenue pursuant to Ordinance Number 70333 as amended by Ordinance Number 71394.

An Ordinance pertaining to the creation and administration of a property tax credit to freeze property tax rates for eligible senior taxpayers residing in the City of St. Louis.

The proposed bill amends Section Two of Ordinance Number 70794, adopting 2018 International Building Code with amendments, by the addition of a new subsection, subsection 119.3.3, to authorize the Building Commissioner to take steps to secure vacant buildings or structures of five-hundred thousand (500,000) or more square feet which pose significant, extensive concerns to the health, safety, and wellbeing of the public, to prevent their entry and occupancy including but not limited to the use of steel barriers or plates and engaging the services of a security services provider, with the cost of any such measures being paid for by the owner of the building or structure.

This Board Bill, recommended by the Board of Estimate and Apportionment, appropriates up to Six Hundred Twenty-One Thousand Eight Hundred Eighteen Dollars ($621,818.00) of the Public Health Infrastructure (PHIG) grant award to the Department of Health. The Director of the Department of Health is hereby authorized to expend such funds, and to make, negotiate, and execute any and all contracts or other documents on behalf of the City, for the purposes set forth in the grant; and contains an emergency clause.

The purpose of this bill is to authorize the City of St. Louis, by and through the Division of Human Services (“DHS”), on behalf of the City of St. Louis, for the St. Louis Area Agency on Aging to enter into a contract agreement with the Missouri Association of Area Agencies on Aging (ma4), to help older adults and community members access vaccines. Attached is Exhibit A, the ADVC Subaward and Scope of Work.

The proposed bill will prohibit persons from openly carrying or displaying any firearm readily capable of lethal use within the City unless the person possesses a valid concealed carry endorsement or permit as provided herein on their person or fails to present such endorsement or permit upon demand by a law enforcement officer.

The proposed bill repeals Ordinance Number 71506, concerning the issuance of liquor licenses, and enacts new ordinance prohibiting the issuance of any package or drink liquor licenses for any currently non-licensed premises within the boundaries of the Thirteenth Ward Liquor Control District for period of five years, except for the transfer of existing licenses, and the issuance of a drink license to persons operating a restaurant at a previously non-licensed premises.

This Board Bills is recommended by the Board of Public Service authorizing the 2022 St. Louis Works and the 50/50 Sidewalk Programs City Wide providing for the construction and reconstruction of gutters, streets, driveways, spot curbs, sidewalks, alleys, traffic controls, beautification, tree planting, resurfacing and related engineering adjustments listed herein, appropriating $9,800,000.00 from the Street Improvement Fund; containing sections for description of the work, approval of plans and specifications, work and material guarantees, estimated costs from City funds and supplemental agreements and reversion authorizations, applicable state and federal wage rate requirements, equal opportunity provisions, the Mayor's Executive Orders, contract advertising statutes, and a public work emergency clause.

This ordinance amends the Lead Poisoning Control Law for the City of St. Louis by requiring certain building permits issue only following an inspection of lead hazards and certification that hazards will be addressed by qualified contractors and workers. These requirements will ensure hazardous lead conditions are effectively abated by contractors observing high standards for the safety of occupants and tenants, workers, and the surrounding community. Under current law, certain lead abatement projects require prior notice to the state. This Ordinance enacts penalties against lead abatement contractors who fail to comply with notification requirements under Missouri State law, and other notification requirements as set out in this ordinance. Contractors failing to provide initial notice under State law and this City Ordinance will be subject to a stop work order, suspension of City work permits on the instant work site, and a fine. Work may recommence upon payment of fine, compliance with notice requirements and the Building Commissioner’s satisfaction the contractor has complied with other permitting conditions. Lead abatement contractors who persistently fail to provide notification under State and City law shall forfeit their privilege of conducting lead abatement projects in the City of St. Louis. The Building Commissioner and City of St. Louis Lead Inspection and Hazard Control Division shall receive complaints regarding violations of this ordinance and accordingly conduct investigations, including through periodic inspections of lead abatement projects to determine on-site compliance with federal, state, and local regulations, permits, and project notifications submitted to the building Commissioner.

This bill is a proposed appropriation consisting of funds received into the City’s Capital fund pursuant to Ordinance Number 60419 as amended by Ordinance Number 61250 representing one-half of the operating balance of the General Fund from the preceding fiscal year for the purposes of funding Capital Improvements totaling Twenty-Four Million, Forty-Nine Thousand Dollars ($24,049,000); said appropriation to address a variety of the City’s critical capital infrastructure and equipment needs and containing an Emergency Clause.

Pursuant to Ordinance Number 70333 as amended by Ordinance Number 71394 the proposed bill directs the Director of Streets to install a speed hump on the 6000 block of Schulte Avenue between the intersections of Shulte Avenue and Park Lane and Shulte Avenue and Mimika Avenue and, on the 5400 block of Genevieve Avenue between the intersections of Genevieve Avenue and Thekla Avenue and Genevieve Avenue and Harney Avenue and, on the 5600 and 5700 blocks of Pamplin Avenue between the intersections of Pamplin Avenue and the east / west alleyway that is north of 6000 block of Pamplin Avenue and Pamplin Avenue and West Florissant Avenue and, on the 5900 block Harney Avenue between the intersections of Harney Avenue and Park Lane and Harney Avenue and Mimika Avenue and, on the 5500 and 5600 of Mimika Avenue between the intersections Mimika Avenue and Harney Avenue and Mimika Avenue and Lenora Avenue.

An ordinance revising Section 1 of Ordinance Number 69272, codified in Chapter 11.85.020, concerning disposing of yard ward in a City-owned yard waste container by a private lawn service, to ensure private lawn services are only disposing of yard waste in City-owned yard waste containers from a private residence located on the block where the container is located.

The proposed bill will: revise Section Fifteen of Ordinance Number 71123 concerning the transportation and disposal of waste tires, codified in Chapter 11.70.150 of the Revised Code of the City of St. Louis, to increase the penalties for violations of Chapter 11.70; delete Section 13(b) of Ordinance Number 59121concerning solid waste disposal and the determination of standard fines, codified in Chapter 11.02.375, and revise Section 13(a) of Ordinance Number 59121 to increase the penalties for violations of Chapter 11.02; and revises Section 3 of Ordinance Number 62330 concerning dumping waste materials without permission, codified in Chapter 15.80.020 of the Revised Code of the City of St. Louis, to increase the fines for violations of Chapter 15.80.010.

The proposed bill authorizes the honorary street name Benjamin Polson Way pursuant to Ordinance 68937. Benjamin Polson Way will begin at the intersection of Shawmut Place and Ridge Avenue and run north on Shawmut Place to the intersection of Shawmut Place and North Wells Avenue.

The proposed bill provides for independent investigations of law enforcement misconduct and use of force incidents. The bill repeals Ordinance Number 69984, as amended by Ordinance Number 70532, and enacts in lieu thereof an ordinance that reconstitutes and provides staff support for the Civilian Oversight Board (COB) and provides coordination and staff support for the Detention Facility Oversight Board (DFOB) created under Ordinance 71430. The bill also establishes the Division of Civilian Oversight within the Department of Public Safety, and authorizes the establishment of the Public Integrity Unit, directed by the Circuit Attorney in the City of St. Louis.

The proposed bill repeals Ordinance 69864 and reestablishes the Twenty-Seventy Ward Liquor Control District. The except as provided in Section Five, the bill prohibits the Excise Commissioner from issuing package or drink liquor licenses for any currently non-licensed premises within the boundaries of the Twenty-Seventh Ward Liquor Control District for a period of three years.

This Board Bill recommended by the Board of Estimate and Apportionment and authorizing the Mayor, or her designees, to apply for and accept funds pursuant to Federal appropriations under the American Rescue Plan Act of 2021, Pub. L. No. 117-2, § 9901 (March 11, 2021) (ARPA) and containing a severability clause; and containing an emergency clause.

This Board Bill is recommended by the Board of Estimate and Apportionment, authorizing an appropriation consisting of funds received under the American Rescue Plan Act (ARPA) of 2021 totaling Eighty-Four Million, Eight Hundred Eighty Thousand Dollars ($84,880,000). It contains an emergency clause.

The purpose of this ordinance is to authorize the Fire Chief, on behalf of the City of St Louis, to enter into and execute an Assistance to Firefighters Grant Agreement with the U.S. Department of Homeland Security to receive $273,568.18 in such grant award funds. The ordinance appropriates the awarded funds and the required match amount of $27,356.82 and authorizes the Fire Chief to spend the program funds for approved purposes, which include fitness training, health and wellness programs, and exercise equipment for the firefighters’ use. The ordinance contains an emergency clause.

The bill proposes to change the first sentence of Article IV, Section 24 of the City’s Charter to increase the maximum fine that be assessed for violations of ordinances regarding the preservation and protection of environmental conditions in the City for the prevention of harm to the health, safety and comfort of City residents or harm to private or public property such as the unauthorized dumping of waste or debris, prohibited refuse, waste tire disposal, and the like from $500.00 to $1,000.00. The bill provides for an election to be held on August 2, 2022, for voting on the Charter change.

This Ordinance would authorize the Director of the Department of Public Safety or the Police Commissioner to enter into agreements regarding reimbursement of the City for the cost of training provided to law enforcement trainees in cases where such trainees do not accept law enforcement positions with the City or who leave their City law enforcement positions in a short period of time. The Ordinance contains a severability clause and an emergency clause.

This Board Bill is recommended by the Planning Commission. It approves the renaming of the entire length of a public street in the City of St. Louis, Childrens Place -- extending between Euclid Avenue on the west to Taylor Avenue on the east to be renamed to Nash Way to celebrate the accomplishments and cultural impact of Dr. Helen Nash on the Saint Louis region.

This Board Bill authorizes the City of St. Louis Department of Health (DOH) to accept a grant from the Substance Abuse and Mental Health Services Administration (SAMHSA)(CFDA Number: 93.243)(Award No. 1H79SM080544-01), known as the Law Enforcement and Behavioral Health Partnership: STL CARES (Community Assessment and Referral for Enduring Stability) project grant in the total amount of One Million Six Hundred Forty Eight Thousand Six Hundred Twenty Seven Dollars ($1,648,627) over five years, to enable early diversion of individuals with Serious Mental Illness (SMI) and Co-Occurring Disorders (COD) from potential arrest using targeted outreach and behavioral health co-response, coupled with law enforcement personnel training in mental health and trauma-informed response and other grant purposes; authorizing the expenditure of grant funds by entering into contracts or otherwise for the grant purposes.

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the Riverview Blvd./West Florissant Ave./Lillian Ave./Alcott Ave. Redevelopment Area. This Board Bill will allow up to a twenty-five (25) year tax abatement as follows: ten (10) years based on 95% of the assessed value of the incremental improvements, followed by fifteen (15) years based on 50% of the assessed value of the incremental improvements. This Area includes both occupied and unoccupied residential and commercial buildings and vacant lots.

This Board Bill authorizes and directs the Chief of Police, on behalf of the Mayor and the City of St. Louis, to enter into and execute a Grant Agreement with the Missouri Department of Public Safety, Office of Homeland Security, to fund the 2020 Operation Legend Program.

The proposed bill would create the honorary street name Kim Massie Way, beginning at the intersection of North Broadway and Convention Plaza and running south on North Broadway to the intersection of North Broadway and Lucas Avenue.

Authorizes the Acting Director of the City of St. Louis Department of Health to accept a Two Hundred Thousand Dollar ($200,000) grant from the National Foundation for the Centers for Disease Control and Prevention, Inc. (CDC Foundation), with a Project Name of COVID-19 Care Kits for Faith-Based Communities and known as Project #1085, to develop messaging and COVID-19 packages for distribution to Communities of Faith, as well as community assessments of the impact of COVID-19 resources and faith based messaging, primarily for persons of color and in those communities hardest hit by the COVID-19 pandemic.

An ordinance submitting to the qualified voters of the City of St. Louis, pursuant to Section 92.115 RSMo, the question of whether to continue the earnings tax imposed by the City of St. Louis for a period of five years; providing for an election and the manner of voting; providing that if such question shall receive the votes of a majority of the voters voting thereon that such earnings tax shall continue; and containing a severability clause and emergency clause.

An Ordinance wherein the Board of Aldermen authorizes the receipt of and appropriates funds (solely to the extent received) awarded for temporary financial assistance for rental payments as part of COVID-19 related relief under the Community Development Block Grant Program; and containing an emergency clause.

This Board Bill authorizes and directs the Mayor and Comptroller of the City of St. Louis to execute, upon receipt of and in consideration of the sum of “Two Hundred and Fifty Dollars ($250.00), a Quit Clair Deed to forever quit-claim unto the Veterans Community Project a certain City-owned property located at 3724 Aldine, in the City of St. Louis, Missouri.

This Board Bill authorizes the Board of Elections to accept the Center for Tech and Civic Life (the “CTCL”) Covid-19 Response Grant of $1,034,200.00 to provide financial assistance to local election officials (“LEOs”) for expenses incurred between June 15, 2020 and December 31, 2020, associated with the safe administration of election responsibilities, including safe election day administration; poll worker recruitment, training and safety efforts; voter education and outreach for safe voting policies and procedures; and expanding and maintaining early in-person voting sites and expedited and improved vote-by-mail ballot processing. The grant limits reimbursement to expenses incurred between June 15 and December 31, 2020, in accordance with an assessment called “Safe Voting Plan” prepared by the STL BEC. The grant precludes supplanting previously appropriated funds to BEC or the reduction in budgeted funds to the BEC during the term of this grant unless CTCL grant funds are to be returned.

This Board Bill, in accordance with Article XXV Section 1 of the St. Louis City Charter, and upon being recommended by the Board of Estimate and Apportionment, amend the duties of the Division of Corrections and Department of Health & Hospitals. It would direct the Commissioner of Corrections to begin the process of closing the St. Louis City Medium Security Institution (MSI), also known as the Workhouse, as a detainee center. This Board Bill would direct the Board of Public Service and the Commissioner of Corrections to evaluate the City Justice Center to determine if more detainees could safely be held there and to perform a study of the Medium Security Institution to determine the feasibility of repurposing and to evaluate the ongoing costs of any plan to permanently close the facility. It would direct the Commissioner of Corrections to contact surrounding facilities to determine the per day cost of outsourcing the housing detainees in St. Louis City custody; a requirement for the Department of Personnel to interview corrections officers of the workhouse for open positions in city government. It requires the Department of Health to develop criteria for the hiring of social workers to be assigned to detainees with mental health issues and their families, and to be employees of a newly formed Division of Recidivism Reduction. This board Bill would create a fund to be allocated to neighborhoods with high violent crime rates to be appropriated annually through neighborhood participatory budgeting process; upholding the City’s statutory requirement to detain individuals remanded to the City of St. Louis through the court system. It would direct the Criminal Justice Coordinating Council to provide data as requested by the Board of Aldermen or any department or division of City Government facilitating the closure of the Medium Security Institution facility. It would also direct the Budget Director to analyze the net cost savings to the general fund if MSI is no longer operated as a detainee facility; and it contains an emergency clause.

The proposed Board Bill would amend Sections 2 and 3 of Ordinance 60561, codified in Chapter 8.108A, sections 8.108A 010 and 8.108.020 of the Revised Code of Ordinances of the City of St. Louis, pertaining to vendors, to prohibit persons from offering or permitting the offering for free any goods, wares, merchandise, flowers, horticulture products, services, food or beverage, regardless of value, or any coupon, certificate, ticket, voucher, or rebate, regardless of value, as an inducement to purchase other goods or services or draw customers to a store, business, website or other online platform in order to stimulate sales of goods or services except in those areas designated as Vending Districts.

The proposed bill seeks to amend certain chapters of the Excise Code to permit appropriately licensed persons and premises to sell intoxicating beverages for consumption off the licensed premises, not in their original packaging, accompanied by a food purchase, in designated places, until December 31, 2020.

The overall purpose and/or reasons for the bill is to direct the Commissioner of the St. Louis Metropolitan Police Department to provide updates to the St. Louis Metropolitan Police Department’s Use of Force Policy. The bill will require the Commissioner of Police to update the Use of Force Policy to include: 1. Ban officers from using chokeholds or strangleholds as a use of force method; 2. Require officers to use de-escalation tactics when appropriate and possible in place of use of force tactics; 3. Establish a duty to intervene policy, which would require officers to either stop or attempt to stop another sworn employee when force is being inappropriately applied or is no longer required; and 4. Edit the current use of force reporting policy to include comprehensive reporting and require officers to complete a report if a weapon is drawn and pointed at a civilian(s) regardless if the weapon was discharged or not. The bill will improve the current use of force policy enacted by the St. Louis Metropolitan Police Department, which could lead a better relationship between the police and the communities they serve. As the Ferguson Commission report states, "The regular use of force has led many citizens to view the police as an occupying force in their neighborhoods, damaging community trust and making community safety even more difficult." According to the report, efforts to repair the relationship between police and the communities they serve "must begin through changes in use-of-force policies."

The reason for the Board Bill is to consent to the request of the City Mental Health Board and place before the voters of the City of St. Louis at the November 3, 2020 election a proposal to increase the tax rate for the community children’s services from the current 19 cents per hundred dollars of assessed valuation to 25 cents, which is the maximum authorized by state statute. Pursuant to Sec. 210.860 the community children’s services fund has been administered by the City Mental Health Board since it’s initial passage in 2004. The tax increase is desired due to the need to increase early childhood services programming for children aged five years and younger, services which cannot be provided from current funds. If approved by the voters, the tax would yield approximately $2.3 million dollars annually.

The proposed bill authorizes the installation of an honorary street sign, Alderman Samuel Moore Way, at the intersection of Garfield Avenue and Newstead Avenue.

The proposed bill would amend Section 1 of ordinance 63800 codified in Chapter 25.64.010 of the City’s code to charge of $150.00 to cover the cost to the City for providing police security escort services during Building Division demolitions, repairs, board-ups, and clean-ups of buildings or structures that have been declared public nuisances. It allows for a police security escort to be provided when, under the circumstances, such precaution is deemed prudent by the Building Commissioner and will help to reduce vacancy by increasing the holding costs of vacant buildings by enabling the City to recoup some of the cost of dealing with them.

This bill is intended to update the City’s Environmental and Demolition ordinances to protect the health and welfare of those engaged in commercial demolition work within the City of St. Louis’s limits as well as the public health of those who live and work near demolition sites and protect the citizenry from dangerous airborne contaminants. The bill also updates fees and penalties to achieve its goal.

The Board Bill authorizes and directs the Fire Commissioner, on behalf of the Mayor and the City of Saint Louis, to enter into and execute an Intergovernmental Transfer Agreement with the Missouri Department of Social Services MO Healthnet Division for a Ground Emergency Medical Transportation (GEMT) program for uncompensated Medicaid cost associated with GEMT services pursuant to RSMo 208.1032, establishing a fund from which to pay the non-federal share of the reconciled costs reimbursements and the administrative fee, providing for appropriation of the funds subsequently paid through the Missouri Department of Social Services, authorizing the expenditure of such appropriated funds by entering into contracts or otherwise upon approval of the Board of Estimate and Apportionment, and containing an emergency clause.

The proposed bill regulates the storage, transportation, and disposal of waste tires. It requires waste tire haulers, waste tire processing facilities, and establishments and business storing more than ten waste tires for periods greater than fifteen days. The bill provides penalties for violations.

The City of St. Louis is the owner of certain real property located at 1485-1487 South Vandeventer Avenue, St. Louis, Missouri 63110 (the “Property”). The Property currently sits as a vacant lot. The Transgender Memorial, LLC plan to purchase the Property from the City to preserve the Transgender Memorial Garden of St. Louis in perpetuity as a memorial to murdered Trans people, a green space with a grove, a gathering space for Trans and LGBTQ community, and the greater community of the Grove and St. Louis. The proposed Bill will have a positive impact on the community, as it will help beautify the neighborhood and surround areas.

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the Goodfellow Blvd./West Florissant Ave. Scattered Sites Redevelopment Area. This Board Bill will allow up to a fifteen (15) year tax abatement as follows: ten years (10) years of tax abatement based on 95% of the assessed value of incremental improvements, followed by five (5) years of tax abatement based on 50% of the assessed value of incremental improvements.

Overall Purpose/Reasons for the Board Bill The Soccer Stadium Redevelopment Area consists of approximately 34.7 acres, including rights-of-way, and is generally comprised of I-64 exit and entrance ramps and associated rights-of-way, Aloe Plaza West park, surface parking, and vacant and occupied commercial buildings. The Soccer Stadium Redevelopment Plan contemplates that the Redevelopment Area will be redeveloped for use as a stadium and associated team facilities, but Aloe Plaza West will remain a public park owned by the City. The Redevelopment Plan contemplates 25 years of real property tax abatement on the value of improvements constructed within the Redevelopment Area, as well as certain other incentives. To implement those incentives, the Redevelopment Plan and the Redevelopment Area must qualify under both the LCRA Law (Chapter 99) and the Urban Redevelopment Corporation Law (Chapter 353). What the Board Bill Will Do Approves the Redevelopment Plan under the LCRA Law. Key points: • Declares the Redevelopment Area as “blighted” under the LCRA Law. • Approves condemnation for property located at 2008-2012 Olive Street. • Requires Redeveloper to comply with all City requirements relating to non-discrimination and MBE and WBE utilization. • A companion Board Bill (Board Bill Number 215) approves declares the Redevelopment Area to be blighted under Chapter 353 and approves a Master Redevelopment Agreement and other documents in connection with the project. The Main Components of the Board Bill The Project • Approximately 22,500-seat professional soccer stadium. • Team offices. • Practice fields. • Parking facilities. • Renovated Aloe Plaza West (which will remain a City-owned public park). • Various street, sidewalk and utility improvements. Available Incentives • 25-year real property tax abatement on the assessed value of the stadium (the Redeveloper will pay real property taxes on the value of the underlying land during this period). • Sales tax exemption on the purchase of construction materials used to complete the stadium and related team facilities. • Creation of a community improvement district and transportation development district (each imposing a 1% sales tax) to assist in funding public infrastructure components of the project. • If the port district is extended to include the project site (which would require passage of a separate board bill), the potential creation of a port improvement district (that would impose a 1% sales tax) to assist in funding public infrastructure components of the project. • Abatement of amusement tax (which is already applicable for this type of project pursuant to Chapter 8.08 of the City Code). Redeveloper Responsibilities and Obligations • Acquire the property and construct the project. • Comply with generally applicable MBE/WBE, competitive bidding, prevailing wage, First Source employment and living wage requirements. • Keep the stadium and related facilities in good repair. • Cooperate with the LCRA to identify potential locations for off-site parking that would be beneficial to both fans attending soccer matches and businesses in the downtown west area. • If the team relocates within 10 years, pay to the City the sum of $15 million reduced by $1.5 million for each year or portion thereof that the team operates within the City. City/LCRA Responsibilities and Obligations • Facilitate the incentives described above. • Cooperate with the Redeveloper to acquire the necessary property. • Cooperate with the Redeveloper to identify and obtain other funding sources, such as assistance from the State of Missouri. • Cooperate with the Redeveloper with respect to signage, security, marketing, traffic management, street maintenance, sidewalk utilization, construction staging, etc. in generally the same manner as the City cooperates with the Cardinals and the Blues. The Impact of the Board Bill to the Community The Board Bill will incentivize the Redeveloper to invest more than $500 million in the City to attract an expansion Major League Soccer franchise and construct a professional soccer stadium and related team facilities.

Board Bill Number 191 is designed to amend the City's temporary food permit process set forth in Ordinance 68597.

The bill would prohibit the carrying of a concealed firearm by persons who are subject to a restraining order or who have been convicted of a misdemeanor crime of domestic violence when the firearm such person is in receipt has been shipped or transported in interstate or foreign commerce as prohibited by Title 18, Section 922g (8) and (9) of the United States Code.

An ordinance authorizing and directing the Fire Commissioner, on behalf of the Mayor and the City of Saint Louis, to enter into and execute a Grant Agreement with the U.S. Department of Homeland Security, Federal Emergency Management Agency, through the Missouri Department of Homeland Security, for the purpose of funding to support the Cybersecurity Coordinator position at the St. Louis Fusion Center, upon approval of the Board of Estimate and Apportionment, and to expend funds by entering into contracts or otherwise for grant purposes and containing an emergency clause.

An ordinance repealing Ordinance 69427 approved February 21, 2013, and pertaining to City public works contracts, Tax Increment Finance projects and St. Louis Bonded Projects, and workforce diversity, and establishing apprenticeship training, construction workforce development, and a Community Jobs Board, and in lieu thereof establishing a new ordinance pertaining to the same; and containing a severability clause and effective date.

An Ordinance to amend the 2018 International Energy Conservation Code; and containing a severability clause, savings clause, and an effective date.

An Ordinance amending Ordinance 67799 (Attachment A), Section Two, to be codified as subsection 10.04.285.E. of the Revised Code of the City of St. Louis, regulating the conditions of animals kept outdoors; amending Ordinance 66595 (Attachment B), Section Six, to be codified at subsection 10.04.220.E.16.j. of the Revised Code of the City of St. Louis, regarding the establishment and use of dog parks, allowing for waivers of certain requirements; repealing Section 10.04.010 of Ordinance 67799 (Attachment A) and enacting in lieu thereof a new Section 10.04.010 to be codified in the Revised Code of the City of St. Louis, pertaining to definitions; enacting a new Code Section 10.12.070 to the Revised Code of the City of St. Louis – prohibiting declawing of cats; and amending Ordinance 70889 (Attachment C) Section Three II. B. 1 adjusting the requirements for a dangerous dog posted notice.

An ordinance establishing reporting requirements for dealers selling firearms to report failures of a background check system when a firearm purchase is denied within the limits of the City of St. Louis. In 2018, there were 1,419 aggravated assaults with a firearm in the City of St. Louis. To date, there have been more than 1,700 aggravated assaults with a firearm in the City. The increased use of guns and the flow of illegal guns into the City has negatively impacted the overall safety of the residents. Additionally, the State of Missouri does not require a background check prior to the transfer of a firearm between unlicensed parties. The State also does not require firearms dealers to obtain a state license. In Missouri, all firearm transfers by licensed dealers are processed directly through the National Instant Criminal Background Check System. If an applicant fails the National Instant Criminal Background Check System, there are no reporting requirements regarding the failed background check. This ordinance creates reporting requirements for those instances.

An ordinance recommended by the Board of Estimate and Apportionment, making a supplemental appropriation to the Annual Budget Ordinance 70963 for Fiscal Year beginning July 1, 2019 and ending June 30, 2020 amounting to the sum of Eight Million Dollars ($8,000,000) for the purpose of providing funding for the violence prevention alternative program, “Cure Violence,” and containing an Emergency Clause.

An Ordinance recommended by the Planning Commission pertaining to the Zoning Code, Title 26; amending Chapter 26.08 of the Revised Code by adding a cross-reference in the definition section for marijuana related uses; adding a new Chapter to the Zoning Code, Title 26, pertaining to the regulation of medical marijuana facilities and including sections on the purpose, definitions, use regulations and site requirements for Medical Marijuana Facilities, to be codified as Chapter 26.70 of the Revised Code of the City of St. Louis (“Revised Code”); and containing a severability and an emergency clause.

An ordinance directing the Director of Streets to make such changes in the present traffic pattern controlling traffic on Thrush Avenue in the 5200 block of Thrush Avenue between Theodore Avenue and Thekla Avenue so that as reconfigured the traffic pattern developed and in place as a result of the changes directed by this ordinance are as follows, namely: Thrush Avenue – 5200 block - traffic to flow one-way northeast between Theodore Avenue and Thekla Avenue.

An Ordinance establishing a four-way stop site at the intersection of Garesche Avenue and Goodfellow Boulevard regulating all traffic traveling north-westbound and south-eastbound on Garesche Avenue at Goodfellow Boulevard and regulating all traffic traveling north-eastbound and south-westbound on Goodfellow Boulevard at Garesche Avenue, and containing an emergency clause.

An ordinance pertaining to the duties of the Commissioner of Corrections (“Commissioner”) and St. Louis City Sheriff, amending Title 16, Chapter 16.16 by adding to new sections to Chapter 16.16; new section16.16.350 requiring that the physical health needs of pregnant inmates, including providing for adequate nutrition, clothing, continued and adequate access to prenatal care and all other pregnancy related health services, and to limit the restraint of pregnant inmates throughout their pregnancies and post-partum period while in custody; and new section 16.16.360 requiring that adequate feminine hygiene supplies for all female and/or menstruating inmates be provided; and containing an emergency clause.

An ordinance authorizing and directing the Director of the City of St. Louis Department of Health to enter into and execute an Opioid Crisis Response Services Contract with the Missouri Department of Health and Senior Services in order to help to fund some personnel costs, auto travel reimbursement and equipment/supplies for a Crisis Resource Response Team, upon approval of the Board of Estimate and Apportionment, and to expend funds by entering into contracts or otherwise for the Opioid Crisis Response Services Contract purposes and containing an emergency clause.

An Ordinance directing the Director of Streets to permanently close, barricade, or otherwise impede the flow of traffic on east/west alley-way in City Block 5000 Block, bounded by Robin, Lillian, Riverview and Theodore at a point on said alley-way that is approximately ten (10) feet southeast of the east curb line of Theodore Ave., and containing an emergency clause.

An ordinance approved and recommended by the Board of Public Service and enacted pursuant to Article XXI of the City Charter and Chapter 523 of the Revised Statutes of Missouri; approving the use of condemnation by the City of St. Louis to acquire a site consisting of about 97 acres in North St. Louis near the intersection of Jefferson and Cass Avenues which is owned in fee simple by LCRA Holdings Corporation (“LCRAH”), which site was chosen for the National Geospatial-Intelligence Agency's new NGA West facility, and which is described more fully in Exhibit A ("Property") and a map of the Property contained in Exhibit B; finding that development of the NGA West facility is in the national interest as well as the interest of the public health, safety, morals and general welfare of the people of the City by continuing the City's ongoing efforts to remedy defective or inadequate street layout, unsanitary or unsafe conditions, and other conditions which negatively impact the public health, safety, morals or welfare at and near the site of the planned NGA West project; finding that acquisition of the Property is required for purposes of national security; finding that there is a plan to put the Property to public use by the government of the United States of America; finding that the Property is unoccupied, but is the location for the planned National Geospatial-Intelligence Agency's new NGA West complex; appropriating funds and authorizing the expenditure of funds for the acquisition of said Property; approving the City's subsequent transfer of title to the Property to LCRAH or to the United States government; authorizing and directing certain actions by City officials; and containing a severability clause and an emergency clause.

BOARD BILL NO. 125 INTRODUCED BY ALDERWOMAN PAMELA BOYD An ordinance repealing Ordinance 70573 and in lieu thereof enacting a new ordinance prohibiting the issuance of any package or drink liquor licenses for any currently non-licensed premises within the boundaries of the Twenty-Seventh Ward Liquor Control District, as established herein, for a period of three years from the effective date hereof; containing exceptions and allowing, during the moratorium period, for the transfer of existing licenses, under certain circumstances, the issuance of a drink license to non-profit corporations at currently non-licensed premises, the issuance of a drink license to persons operating a restaurant at a previously non-licensed premises; and containing an emergency clause.
