Classification and Compensation
The Classification and Compensation Section is responsible for monitoring and modifying the classification plan and pay ordinance, as well as administrative responsibility for labor relations.

Employee Relations
The Employee Relations section conducts investigations of Equal Employment Opportunity Commission (EEOC) claims and is responsible for managing and overseeing the City’s internal grievance process.

Health and Welfare
The Health and Welfare section administers the full spectrum of employee benefit programs available to City employees and their families, including Employee Assistance Program (EAP), Family and Medical Leave Act (FMLA), and Employee Wellness. It also administers the Retiree and COBRA insurance programs.

HRIS and Records Retention Management
This section carries out a broad range of functions for all departments within the City, which includes payroll processing and employment transactions as well as maintaining employee records.

Talent Acquisition and Onboarding
The Talent Acquisition and Onboarding section implements recruitment strategies, administers evaluations/examinations, establishes eligible lists, and contracts for temporary services. It is also responsible for onboarding new hires through pre-employment testing and Orientation.

Training and Organizational Development
The Employee Training and Organizational Development section is responsible for designing, creating, and implementing training and organizational development efforts.
