CDA works to implement the Mayor's economic justice agenda by funding a wide range of public and nonprofit entities to provide public services, build affordable housing, combat blight, and conduct various other community development activities.

Notice of Funding Available (NOFA) News

The FY 2027 Neighborhood Plan Implementation NOFA provides funding to turn adopted neighborhood plans into action through large-scale projects, improvements, programs and services. CDA is seeking proposals that advance specific priorities identified in neighborhood plans and leverage additional public and private investment to create meaningful neighborhood improvements.

Funding and Training

Through transparent, competitive funding cycles, CDA solicits quality proposals for housing and community development activities. Through the Non-Housing RFP, CDA solicits quality proposals for community and economic development activities. Through the NOFA process, CDA solicits quality proposals for residential development projects. To assist applicants, CDA periodically holds training sessions to assist in the development of proposals.

CDA encourages participation at all stages of the process. This section includes the City's Plan for citizen participation and past and current meeting notices, and document review requests.

2022 Flood Recovery CDBG-DR Programs

The Community Development Administration (CDA) is helping St. Louis residents and neighborhoods recover from the historic flooding of July 2022. Through $25.8 million in Community Development Block Grant Disaster Recovery (CDBG-DR) funding, CDA is addressing remaining recovery needs and helping reduce the impacts of future flooding.

The 2022 Flood Recovery CDBG-DR Programs include assistance for home repairs for 2022 flood damage, voluntary home buyouts, green infrastructure improvements, and flood recovery and mitigation planning.

Economic Justice Areas

The City of St. Louis is targeting ARPA funds to communities disproportionately impacted by the COVID-19 pandemic. 

The map below consolidates over 10 factors ranging from life expectancy and violent crime rates to education attainment and Internet access to identify the census tracts in the city with the most needs. You can you find additional citywide details on the Economic Justice Index Overview map.

CDBG Grantee & Applicant Resources

CDA administers Community Development Block Grant (CDBG) funding to support programs, services and projects that strengthen St. Louis neighborhoods and benefit low- and moderate-income residents. Current applicants, funded organizations and prospective grantees can find funding opportunities, application materials, training resources, reporting requirements, compliance guidance and other information needed to successfully work with CDA.

Housing Production Developer & Applicant Resources

CDA works with developers and community partners to create and preserve quality, affordable housing throughout the City of St. Louis. Developers, applicants and current awardees can find housing funding opportunities, application materials, development requirements, compliance guidance and other resources for projects supported through CDA housing programs.
