This Board Bill proposes an ordinance authorizing the Police Commissioner, on behalf of the City of Saint Louis, to enter into and execute a Grant Agreement with the United States Department of Justice Office of Community Oriented Policing to fund the purchase of equipment and software for the 911 Call Center upgrade upon approval of the Board of Estimate and Apportionment, and to expend funds by entering into contracts, or otherwise, in a manner that is consistent with the provisions of said Grant Agreement; containing a severability clause and an emergency clause.

This Board Bill proposes an ordinance authorizing the Police Commissioner, on behalf of the City of Saint Louis, to enter into and execute a Grant Agreement with the Missouri Department of Transportation to fund the purchase of three radar/’speed trailers upon approval of the Board of Estimate and Apportionment, and to expend funds by entering into contracts, or otherwise, in a manner that is consistent with the provisions of said Grant Agreement; containing a severability clause and an emergency clause.

An Ordinance pertaining to the creation and administration of a property tax credit to freeze property tax rates for eligible senior taxpayers residing in the City of St. Louis.

The proposed bill amends Section Two of Ordinance Number 70794, adopting 2018 International Building Code with amendments, by the addition of a new subsection, subsection 119.3.3, to authorize the Building Commissioner to take steps to secure vacant buildings or structures of five-hundred thousand (500,000) or more square feet which pose significant, extensive concerns to the health, safety, and wellbeing of the public, to prevent their entry and occupancy including but not limited to the use of steel barriers or plates and engaging the services of a security services provider, with the cost of any such measures being paid for by the owner of the building or structure.

The overall purpose for this bill is to conditionally vacate the following alley. The easternmost 73.59 ± 3.41 feet of the southernmost leg of the 15 foot wide east/west alley in City Block 5766 as bounded by Schollmeyer, Macklind and Loughborough. The Petitioner is Union Electric of Missouri d/b/a Ameren Missouri. The vacated area will be used to consolidate property to accommodate a substation construction.

The proposed bill will prohibit persons from openly carrying or displaying any firearm readily capable of lethal use within the City unless the person possesses a valid concealed carry endorsement or permit as provided herein on their person or fails to present such endorsement or permit upon demand by a law enforcement officer.

An Ordinance recommended by the Planning Commission on May 10, 2023, to amend the boundaries of the Bevo Mill Area Special Use District (established by Ordinance 71282) so as to include the remaining portions of parcel 5653-9-220.001; to likewise amend the boundaries of the Bowtie Subarea within the Bevo Mill Area Special Use District; and containing an emergency clause.

An Ordinance recommended by the Planning Commission on May 10, 2023, to change the zoning of property as indicated on the District Map, from the “A” Single-Family Dwelling District, the “F” Neighborhood Commercial District & the “G” Local Commercial and Office District to the “G” Local Commercial and Office District, in City Block 5653 (4910-12 Gravois Avenue), so as to include the described parcel of land in City Block 5653; and containing an emergency clause.

This Board Bill, recommended by the Board of Estimate and Apportionment, appropriates up to Four Hundred Thousand Dollars ($400,000.00) of the OD2A grant award to the Department of Health. The Department of Health is hereby authorized to accept such funds. The Director of the Department of Health is hereby authorized to expend such funds, and to make, negotiate, and execute any and all contracts or other documents on behalf of the City, for the purposes set forth in the grant; and contains an emergency clause.

This Board Bills is recommended by the Board of Public Service authorizing the 2022 St. Louis Works and the 50/50 Sidewalk Programs City Wide providing for the construction and reconstruction of gutters, streets, driveways, spot curbs, sidewalks, alleys, traffic controls, beautification, tree planting, resurfacing and related engineering adjustments listed herein, appropriating $9,800,000.00 from the Street Improvement Fund; containing sections for description of the work, approval of plans and specifications, work and material guarantees, estimated costs from City funds and supplemental agreements and reversion authorizations, applicable state and federal wage rate requirements, equal opportunity provisions, the Mayor's Executive Orders, contract advertising statutes, and a public work emergency clause.

The proposed bill would establish the St. Louis Hills Special Business District pursuant to Sections 71.790 through 71.808 of the Revised Statutes of Missouri, and set its boundaries, tax rate, initial rate of levy subject to the approval of the qualified voters within the proposed district, and uses to which tax revenue may be put; create a board of commissioners; and contains severability, effectiveness, and emergency clauses.

This ordinance amends the Lead Poisoning Control Law for the City of St. Louis by requiring certain building permits issue only following an inspection of lead hazards and certification that hazards will be addressed by qualified contractors and workers. These requirements will ensure hazardous lead conditions are effectively abated by contractors observing high standards for the safety of occupants and tenants, workers, and the surrounding community. Under current law, certain lead abatement projects require prior notice to the state. This Ordinance enacts penalties against lead abatement contractors who fail to comply with notification requirements under Missouri State law, and other notification requirements as set out in this ordinance. Contractors failing to provide initial notice under State law and this City Ordinance will be subject to a stop work order, suspension of City work permits on the instant work site, and a fine. Work may recommence upon payment of fine, compliance with notice requirements and the Building Commissioner’s satisfaction the contractor has complied with other permitting conditions. Lead abatement contractors who persistently fail to provide notification under State and City law shall forfeit their privilege of conducting lead abatement projects in the City of St. Louis. The Building Commissioner and City of St. Louis Lead Inspection and Hazard Control Division shall receive complaints regarding violations of this ordinance and accordingly conduct investigations, including through periodic inspections of lead abatement projects to determine on-site compliance with federal, state, and local regulations, permits, and project notifications submitted to the building Commissioner.

Pursuant to Ordinance Number 70333 as amended by Ordinance Number 71394, the bill directs the Director of Streets to install speed humps to calm the flow of traffic on the 5800 block of Walsh Street between the intersections Walsh Street and Hampton Avenue and Walsh Street and Clifton Avenue, 6700 block of Eichelberger, 5100 block of McCausland Avenue between the intersections of McCausland Avenue and Itaska Street and McCausland Avenue and Delor Street, 5200 block of McCausland Avenue between the intersections of McCausland Avenue and Delor Street and McCausland Avenue and Walsh Street, 7000 block of Rhodes Drive between the intersections of Rhodes Drive and McKenzie Road and Rhodes Drive and Kingwood Drive, Willmore Road between the intersections of Willmore Road and Westway Road and Willmore Road and Jamieson Avenue, and the 6400 block of Lansdowne Avenue between the intersections of Lansdowne Avenue and Childress Avenue and Lansdowne Avenue and Donovan Avenue.

This bill contains a ballot measure calling for and providing for the holding of an election in the City of St. Louis on April 4, 2023, for the purpose of submitting to the qualified voters of the City of St. Louis a proposal to impose an additional sales tax for three percent (3%) on the retail sales of adult use non-medical marijuana made in the City of St. Louis, as authorized by Amendment Three of the Missouri Constitution; directing the City Clerk to provide notice of the election; proving for the notice of election as provided by law and the manner of voting thereat; providing the publication of this ordinance; and continuing an Emergency Clause. This bill will have the positive effect of allowing the voters to decide if the sales tax revenue may be collected as allowed by Missouri Constitution.

An ordinance revising Section 1 of Ordinance Number 69272, codified in Chapter 11.85.020, concerning disposing of yard ward in a City-owned yard waste container by a private lawn service, to ensure private lawn services are only disposing of yard waste in City-owned yard waste containers from a private residence located on the block where the container is located.

The proposed bill will: revise Section Fifteen of Ordinance Number 71123 concerning the transportation and disposal of waste tires, codified in Chapter 11.70.150 of the Revised Code of the City of St. Louis, to increase the penalties for violations of Chapter 11.70; delete Section 13(b) of Ordinance Number 59121concerning solid waste disposal and the determination of standard fines, codified in Chapter 11.02.375, and revise Section 13(a) of Ordinance Number 59121 to increase the penalties for violations of Chapter 11.02; and revises Section 3 of Ordinance Number 62330 concerning dumping waste materials without permission, codified in Chapter 15.80.020 of the Revised Code of the City of St. Louis, to increase the fines for violations of Chapter 15.80.010.

The proposed bill authorizes the honorary street name Benjamin Polson Way pursuant to Ordinance 68937. Benjamin Polson Way will begin at the intersection of Shawmut Place and Ridge Avenue and run north on Shawmut Place to the intersection of Shawmut Place and North Wells Avenue.

The proposed bill would amend Ordinance Number 71345, commonly referred to as the City of St. Louis Annual Operating Plan for Fiscal Year 2021-2022, by the addition of a new line item, Police Department – Real Time Crime Center, and amend Ordinance Number 71393 to reappropriate $2,500,000.00 of the $5,000,000.00 of the 2021 Corona Virus Local Fiscal Recover Funds appropriated to the Police Department for Police Department Overtime (Account 6505172) to the Real Time Crime Center.

This Board Bill is recommended by the Board of Estimate and Apportionment, authorizing an appropriation consisting of funds received under the American Rescue Plan Act (ARPA) of 2021 totaling Eighty-Four Million, Eight Hundred Eighty Thousand Dollars ($84,880,000). It contains an emergency clause.

The purpose of this ordinance is to authorize the Fire Chief, on behalf of the City of St Louis, to enter into and execute an Assistance to Firefighters Grant Agreement with the U.S. Department of Homeland Security to receive $273,568.18 in such grant award funds. The ordinance appropriates the awarded funds and the required match amount of $27,356.82 and authorizes the Fire Chief to spend the program funds for approved purposes, which include fitness training, health and wellness programs, and exercise equipment for the firefighters’ use. The ordinance contains an emergency clause.

The bill proposes to change the first sentence of Article IV, Section 24 of the City’s Charter to increase the maximum fine that be assessed for violations of ordinances regarding the preservation and protection of environmental conditions in the City for the prevention of harm to the health, safety and comfort of City residents or harm to private or public property such as the unauthorized dumping of waste or debris, prohibited refuse, waste tire disposal, and the like from $500.00 to $1,000.00. The bill provides for an election to be held on August 2, 2022, for voting on the Charter change.

This Ordinance would authorize the Director of the Department of Public Safety or the Police Commissioner to enter into agreements regarding reimbursement of the City for the cost of training provided to law enforcement trainees in cases where such trainees do not accept law enforcement positions with the City or who leave their City law enforcement positions in a short period of time. The Ordinance contains a severability clause and an emergency clause.

The proposed bill would make it unlawful for an individual to lift the door handles or otherwise try the doors and locks of successive vehicles to gain entry to the vehicles unless the individual is the owner of the vehicles or has the owners’ permission to enter the vehicles. Individuals found to be in violation would be subject to a fine of not more than $500 and or a term of imprisonment not more than ninety days.

The proposed bill would establish a residential parking district along the north and south curb lines of the 5700 block of Walsh Street between Wherry Avenue and Hampton Avenue. Parking in the district would be restricted to residents with valid permits and their guests. The bill directs the Traffic and Transportation Administrator to install signs in the district to notify the public of the parking restrictions. A fine of $20.00 would be imposed for each violation.

The proposed bill would create the honorary street name Kim Massie Way, beginning at the intersection of North Broadway and Convention Plaza and running south on North Broadway to the intersection of North Broadway and Lucas Avenue.

The purpose of the bills is to authorize the execution of a First Amendment to Redevelopment Agreement between the City and Alterra Jefferson Arms, LLC. The bill will authorize the execution of a First Amendment to Redevelopment Agreement (the “First Amendment”) between the City and Alterra Jefferson Arms, LLC (the “Developer”), originally authorized by Ordinance No. 70501 The bill will authorize the execution of a First Amendment to Redevelopment Agreement (the “First Amendment”) between the City and Alterra Jefferson Arms, LLC (the “Developer”), originally authorized by Ordinance No. 70501.

An Ordinance wherein Board of Aldermen authorizes the receipt of and appropriates funds (solely to the extent received) awarded for the Missouri Department of Higher Education and Workforce Development Dislocated Workers National Emergency WIOA Grant, relating to the COVID-19 pandemic; and containing an emergency clause.

An ordinance submitting to the qualified voters of the City of St. Louis, pursuant to Section 92.115 RSMo, the question of whether to continue the earnings tax imposed by the City of St. Louis for a period of five years; providing for an election and the manner of voting; providing that if such question shall receive the votes of a majority of the voters voting thereon that such earnings tax shall continue; and containing a severability clause and emergency clause.

This Board Bill authorizes and directs the Mayor and Comptroller of the City of St. Louis to execute, upon receipt of and in consideration of the sum of “Two Hundred and Fifty Dollars ($250.00), a Quit Clair Deed to forever quit-claim unto the Veterans Community Project a certain City-owned property located at 3724 Aldine, in the City of St. Louis, Missouri.

This Board Bill authorizes the Board of Elections to accept the Center for Tech and Civic Life (the “CTCL”) Covid-19 Response Grant of $1,034,200.00 to provide financial assistance to local election officials (“LEOs”) for expenses incurred between June 15, 2020 and December 31, 2020, associated with the safe administration of election responsibilities, including safe election day administration; poll worker recruitment, training and safety efforts; voter education and outreach for safe voting policies and procedures; and expanding and maintaining early in-person voting sites and expedited and improved vote-by-mail ballot processing. The grant limits reimbursement to expenses incurred between June 15 and December 31, 2020, in accordance with an assessment called “Safe Voting Plan” prepared by the STL BEC. The grant precludes supplanting previously appropriated funds to BEC or the reduction in budgeted funds to the BEC during the term of this grant unless CTCL grant funds are to be returned.

This Board Bill, in accordance with Article XXV Section 1 of the St. Louis City Charter, and upon being recommended by the Board of Estimate and Apportionment, amend the duties of the Division of Corrections and Department of Health & Hospitals. It would direct the Commissioner of Corrections to begin the process of closing the St. Louis City Medium Security Institution (MSI), also known as the Workhouse, as a detainee center. This Board Bill would direct the Board of Public Service and the Commissioner of Corrections to evaluate the City Justice Center to determine if more detainees could safely be held there and to perform a study of the Medium Security Institution to determine the feasibility of repurposing and to evaluate the ongoing costs of any plan to permanently close the facility. It would direct the Commissioner of Corrections to contact surrounding facilities to determine the per day cost of outsourcing the housing detainees in St. Louis City custody; a requirement for the Department of Personnel to interview corrections officers of the workhouse for open positions in city government. It requires the Department of Health to develop criteria for the hiring of social workers to be assigned to detainees with mental health issues and their families, and to be employees of a newly formed Division of Recidivism Reduction. This board Bill would create a fund to be allocated to neighborhoods with high violent crime rates to be appropriated annually through neighborhood participatory budgeting process; upholding the City’s statutory requirement to detain individuals remanded to the City of St. Louis through the court system. It would direct the Criminal Justice Coordinating Council to provide data as requested by the Board of Aldermen or any department or division of City Government facilitating the closure of the Medium Security Institution facility. It would also direct the Budget Director to analyze the net cost savings to the general fund if MSI is no longer operated as a detainee facility; and it contains an emergency clause.

The proposed bill seeks to amend certain chapters of the Excise Code to permit appropriately licensed persons and premises to sell intoxicating beverages for consumption off the licensed premises, not in their original packaging, accompanied by a food purchase, in designated places, until December 31, 2020.

The overall purpose and/or reasons for the bill is to direct the Commissioner of the St. Louis Metropolitan Police Department to provide updates to the St. Louis Metropolitan Police Department’s Use of Force Policy. The bill will require the Commissioner of Police to update the Use of Force Policy to include: 1. Ban officers from using chokeholds or strangleholds as a use of force method; 2. Require officers to use de-escalation tactics when appropriate and possible in place of use of force tactics; 3. Establish a duty to intervene policy, which would require officers to either stop or attempt to stop another sworn employee when force is being inappropriately applied or is no longer required; and 4. Edit the current use of force reporting policy to include comprehensive reporting and require officers to complete a report if a weapon is drawn and pointed at a civilian(s) regardless if the weapon was discharged or not. The bill will improve the current use of force policy enacted by the St. Louis Metropolitan Police Department, which could lead a better relationship between the police and the communities they serve. As the Ferguson Commission report states, "The regular use of force has led many citizens to view the police as an occupying force in their neighborhoods, damaging community trust and making community safety even more difficult." According to the report, efforts to repair the relationship between police and the communities they serve "must begin through changes in use-of-force policies."

The reason for the Board Bill is to consent to the request of the City Mental Health Board and place before the voters of the City of St. Louis at the November 3, 2020 election a proposal to increase the tax rate for the community children’s services from the current 19 cents per hundred dollars of assessed valuation to 25 cents, which is the maximum authorized by state statute. Pursuant to Sec. 210.860 the community children’s services fund has been administered by the City Mental Health Board since it’s initial passage in 2004. The tax increase is desired due to the need to increase early childhood services programming for children aged five years and younger, services which cannot be provided from current funds. If approved by the voters, the tax would yield approximately $2.3 million dollars annually.

The proposed bill authorizes the installation of an honorary street sign, Alderman Samuel Moore Way, at the intersection of Garfield Avenue and Newstead Avenue.

Overall Purpose/Reasons for the Board Bill The Soccer Stadium Redevelopment Area consists of approximately 34.7 acres, including rights-of-way, and is generally comprised of I-64 exit and entrance ramps and associated rights-of-way, Aloe Plaza West park, surface parking, and vacant and occupied commercial buildings. The Soccer Stadium Redevelopment Plan contemplates that the Redevelopment Area will be redeveloped for use as a stadium and associated team facilities, but Aloe Plaza West will remain a public park owned by the City. The Redevelopment Plan contemplates 25 years of real property tax abatement on the value of improvements constructed within the Redevelopment Area, as well as certain other incentives. To implement those incentives, the Redevelopment Plan and the Redevelopment Area must qualify under both the LCRA Law (Chapter 99) and the Urban Redevelopment Corporation Law (Chapter 353). What the Board Bill Will Do Approves the Redevelopment Plan under the LCRA Law. Key points: • Declares the Redevelopment Area as “blighted” under the LCRA Law. • Approves condemnation for property located at 2008-2012 Olive Street. • Requires Redeveloper to comply with all City requirements relating to non-discrimination and MBE and WBE utilization. • A companion Board Bill (Board Bill Number 215) approves declares the Redevelopment Area to be blighted under Chapter 353 and approves a Master Redevelopment Agreement and other documents in connection with the project. The Main Components of the Board Bill The Project • Approximately 22,500-seat professional soccer stadium. • Team offices. • Practice fields. • Parking facilities. • Renovated Aloe Plaza West (which will remain a City-owned public park). • Various street, sidewalk and utility improvements. Available Incentives • 25-year real property tax abatement on the assessed value of the stadium (the Redeveloper will pay real property taxes on the value of the underlying land during this period). • Sales tax exemption on the purchase of construction materials used to complete the stadium and related team facilities. • Creation of a community improvement district and transportation development district (each imposing a 1% sales tax) to assist in funding public infrastructure components of the project. • If the port district is extended to include the project site (which would require passage of a separate board bill), the potential creation of a port improvement district (that would impose a 1% sales tax) to assist in funding public infrastructure components of the project. • Abatement of amusement tax (which is already applicable for this type of project pursuant to Chapter 8.08 of the City Code). Redeveloper Responsibilities and Obligations • Acquire the property and construct the project. • Comply with generally applicable MBE/WBE, competitive bidding, prevailing wage, First Source employment and living wage requirements. • Keep the stadium and related facilities in good repair. • Cooperate with the LCRA to identify potential locations for off-site parking that would be beneficial to both fans attending soccer matches and businesses in the downtown west area. • If the team relocates within 10 years, pay to the City the sum of $15 million reduced by $1.5 million for each year or portion thereof that the team operates within the City. City/LCRA Responsibilities and Obligations • Facilitate the incentives described above. • Cooperate with the Redeveloper to acquire the necessary property. • Cooperate with the Redeveloper to identify and obtain other funding sources, such as assistance from the State of Missouri. • Cooperate with the Redeveloper with respect to signage, security, marketing, traffic management, street maintenance, sidewalk utilization, construction staging, etc. in generally the same manner as the City cooperates with the Cardinals and the Blues. The Impact of the Board Bill to the Community The Board Bill will incentivize the Redeveloper to invest more than $500 million in the City to attract an expansion Major League Soccer franchise and construct a professional soccer stadium and related team facilities.

An ordinance recommended by the Board of Estimate and Apportionment, making a supplemental appropriation to the Annual Budget Ordinance 70963 for Fiscal Year beginning July 1, 2019 and ending June 30, 2020 amounting to the sum of Eight Million Dollars ($8,000,000) for the purpose of providing funding for the violence prevention alternative program, “Cure Violence,” and containing an Emergency Clause.

An ordinance approved and recommended by the Board of Public Service and enacted pursuant to Article XXI of the City Charter and Chapter 523 of the Revised Statutes of Missouri; approving the use of condemnation by the City of St. Louis to acquire a site consisting of about 97 acres in North St. Louis near the intersection of Jefferson and Cass Avenues which is owned in fee simple by LCRA Holdings Corporation (“LCRAH”), which site was chosen for the National Geospatial-Intelligence Agency's new NGA West facility, and which is described more fully in Exhibit A ("Property") and a map of the Property contained in Exhibit B; finding that development of the NGA West facility is in the national interest as well as the interest of the public health, safety, morals and general welfare of the people of the City by continuing the City's ongoing efforts to remedy defective or inadequate street layout, unsanitary or unsafe conditions, and other conditions which negatively impact the public health, safety, morals or welfare at and near the site of the planned NGA West project; finding that acquisition of the Property is required for purposes of national security; finding that there is a plan to put the Property to public use by the government of the United States of America; finding that the Property is unoccupied, but is the location for the planned National Geospatial-Intelligence Agency's new NGA West complex; appropriating funds and authorizing the expenditure of funds for the acquisition of said Property; approving the City's subsequent transfer of title to the Property to LCRAH or to the United States government; authorizing and directing certain actions by City officials; and containing a severability clause and an emergency clause.
