An ordinance repealing Ordinance 70924, codified as Chapter 25.74 of the Revised Code of Ordinance of the City of St. Louis and enacting in lieu thereof a new ordinance to be known as the “Utility Coordination” policy.

The City of St. Louis is the owner of certain real property located at 5937-47 Dr. Martin Luther King Dr., St. Louis, Missouri 63112 (the "Property") which is the subject of this ordinance that authorizes the sale of said Property to Young Voices With Action, a Missouri nonprofit corporation. The Property is vacant parking lot. There is land adjacent on both sides, not part of the sale, wherein Young Voices With Action is planning to construct (i) a multi-story, approximately 28,000 square foot, residential, retail, and office multi-use project to include the properties at 5949 and 5955 Dr. Martin Luther King Dr., St. Louis, Missouri 63112 (currently owned by the Land Reutilization Authority of The City of St. Louis ), and (ii) a residential, commercial, retail, or mixed-use development on the Property and the adjacent property at 5933 Martin Luther King Dr., St. Louis, Missouri 63112 with a building or buildings containing an exclusive parking area. There is a reversion if the projects fail.

An Ordinance recommended by the Planning Commission amending portions of Ordinance Number 71730 to provide updates to definitions for “Short-Term Rental Permit” and “Short-Term Rental Unit”; amend Zoning Code Section 26.08 so that it incorporates the definitions created under Ordinance Number 71730; remove incorrect code citation pertaining to signage; and update Zoning Code Section 26.76 to mirror provisions pertaining to Short-Term Rentals located in “Single-Family A” zoning districts that are contained in Ordinance Number 71729; and containing an emergency clause.

An Ordinance recommended by the Board of Estimate and Apportionment, amending Ordinance Number 71393, Ordinance Number 71494, Ordinance Number 71554, Ordinance Number 71591, Ordinance Number 71841, and Ordinance Number 71864, by reappropriating certain amounts specified herein in an aggregate amount of $8,488,215.06 for other purposes; and with an emergency clause.

A board bill recommended by the Board of Estimate & Apportionment to submit the City of St. Louis 2025-2029 Consolidated Plan, and 2025 Annual Action Plan to the United States Department of Housing and Urban Development ("HUD"); authorizing and directing the Mayor and the Comptroller to enter into and execute agreements with HUD for the receipt of 2025 Community Development Block Grant (“CDBG”), 2025 Community Development Block Grant Disaster Recovery (“CDBG-DR”), HOME Investment Partnership (“HOME”), HOME Investment Partnerships American Rescue Plan Program (“HOME-ARP”), Emergency Solutions Grant (“ESG”), and Housing Opportunities for Persons with AIDS (“HOPWA) funds; appropriating CDBG, CDBG-DR, HOME, HOME-ARP, HOPWA, and ESG grant funds; authorizing the Directors of the Community Development Administration (“CDA”), Department of Human Services (“DHS”), and Department of Health (“DOH”) to make, negotiate and execute contracts as may be necessary to expend funds; and containing severability and emergency clauses.

This Board Bill is recommended by the Board of Estimate and Apportionment authorizing the Fire Commissioner, on behalf of the City of St. Louis, to enter into the 2023 Fire Prevention & Safety Grant agreement with the U.S. Department of Homeland Security. It authorizes the Fire Commissioner to accept the grant funds; appropriating said funds and a required City match for said funds; and authorizing the Fire Commissioner to expend the appropriated funds by entering into contracts or otherwise for grant purposes. It also contains an emergency clause.

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the 1105 Olive St. Redevelopment Area. This Area consists of a vacant commercial building in the Downtown Neighborhood. The property in the Area is currently blighted and is in a deteriorated condition that constitutes an economic liability to the City. The prospective redeveloper is acquiring the property for approximately $550,000 and plans on renovating the lower two floors for adult day care services for the approximate cost of $1.2 million. Private financing will be used for the project. The project is approved for ten (10) years of tax abatement based on 75 percent of the assessed value of incremental improvements.

An Ordinance authorizing the honorary street name “Tuskegee Airmen Way” pursuant to Ordinance Number 68937, which shall begin at the intersection of Chestnut Street and N. 13th Street and run west on Chestnut Street to the intersection of Chestnut Street and N. 14th Street.

An Ordinance to amend Section 3.72.030 of the Revised Codes of the City of St. Louis to add Circuit Attorney to the list of offices that have campaign contribution limits.

An ordinance authorizing the renaming of the Civil Courts Building at 10 N Tucker Blvd. in honor of the Honorable Clyde S. Cahill, Jr., pursuant to Ordinance Number 68937.

Pursuant to Ordinance Number 68937 the proposed bill authorizes honorary street name “Freedom Way” which shall begin at the intersections of Market Street and 11th Street to the intersection of Chestnut Street and 11th Street.

This ordinance authorizes the City Emergency Management Agency (CEMA) to accept State and Local Cybersecurity Grant Program (SLCGP) grant of up to $198,317.91 pursuant to a Subaward Agreement with the State of Missouri Emergency Management Agency (SEMA). The ordinance appropriates such funds to the extent received along with a required local match of $49,579.48 and authorizes the CEMA Commissioner to expend those funds to purchase replacement network switches to strengthen the City’s cybersecurity posture.

This is an ordinance recommended by the Board of Estimate and Apportionment authorizing the St. Louis Treasurer’s Office to accept a Cities for Financial Empowerment (CFE) Fund Program grant of up to an initial amount of $75,000.00, plus a subsequent anticipated award up to $75,000.00 for project implementation, by entering into a joint Memorandum of Understanding between the City Emergency Management Agency (CEMA) and The Office of Financial Empowerment with the Cities for Financial Empowerment (CFE) Fund; The ordinance authorizes the Treasurer to expend such funds, to the extent received.

An Ordinance amending Ordinance Number 71758; property tax credit for eligible senior taxpayers residing in the City of St. Louis.

The proposed bill revises and updates Ordinance Number 71820, which pertains to the illegal discharge of firearms, to change the term “weapon” to “firearm,” change “criminal negligence” to “recklessly,” and updating exceptions to the prohibition; and containing an emergency clause.

An ordinance repealing Chapter 8.22 of the Revised Code of the City of St. Louis to eliminate certain regulations for barbershops.

An ordinance to regulate employer and employee working relationships between the City of St. Louis, and all employees under the Circuit Attorney Office, including a compensation plan, terms and conditions of employment, benefits, leaves of absence, and authorization for a Deferred Compensation Plan, repealing Ordinance Number 71693, allocating certain other employees to a grade with rate; and including an emergency clause; and an effective date.

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the JeffVanderLou Scattered Sites Redevelopment Area. It is anticipated that there will be at least three projects developed in the Area. The projects will include the renovation of a commercial building and construction of 34 senior housing units and retail. The commercial building will house a location of the Negro League Baseball Museum. Estimated cost of development is $17.6 million. This Board Bill will allow up to fifteen (15) years of tax abatement (10 years based on 90 percent of the assessed value of the incremental improvements and followed 5 years based on 50 percent of the assessed value of the incremental improvements).

An Ordinance amending Section B of Chapter 26.70.040 of the Revised Code of the City of St. Louis to extend the permitted operating hours of marijuana dispensaries.

A board bill submitting to the qualified voters of the City of St. Louis a proposed change to Article XIII of the Charter of the City of St. Louis to create the Department of Transportation. The bill calls for an election for voting on the change and the manner of voting at the election, and the publication, certification, deposit, and recording as required.

The bill submits to the qualified voters of the City of St. Louis a proposal to change Article XVI, Section 3 of the Charter of the City of St. Louis to permit the Board of Aldermen to increase the amount of any item in the appropriations proposed in the City’s annual budget ordinance except amounts fixed by statute or for the payment of principal or interest of the City debt or for meeting any ordinance obligations. An ordinance recommended by the Board of Estimate and Apportionment appropriating $15,300,000 of interest funds earned on the City’s funds received under the American Rescue Plan Act of 2021, Pub. L. No. 117-2 (March 11, 2021) (ARPA); and authorizing the transfer of such funds for Convention Center project purposes; containing a severability clause; and containing an emergency clause.

An Ordinance recommended by the Planning Commission on September 13, 2023, to change the zoning of property as indicated on the District Map, from the “A” Single-Family Dwelling District to the “F” Neighborhood Commercial District, in City Block 2781.05 (6110 Berthold Avenue), so as to include the described parcel of land in City Block 2781.05; and containing an emergency clause.

The bill pertains to the permitting of “Surface Parking Lots” as defined herein and to be codified at Sections 8.70.010 and a new Section 8.70.035 of the Revised Code of the City of St. Louis, establishing additional requirements for the same; and containing a Severability Clause and an Emergency Clause.

This Board Bill would establish standards and requirements for determining lowest responsible bidders on City service contracts for janitorial and security services. It sets forth standards which may be deemed relevant for assessing the bidder’s business integrity, finances expertise, qualifications, experience, performance record, and compliance with the law. Such responsible bidder standards will also be applicable to subcontractors. The Board Bill also addresses the failure of a bidder to timely provide the information, documentation, and certifications set forth in the bill. It provides for certain exemptions. It contains a severability clause and an effective date clause.

This Board Bill establishes the Neighborhood Traffic Safety Improvement Fund and authorizes the appropriation of those funds. The finds are to be used for certain projects to prevent traffic accidents and fatalities and improve traffic safety citywide, and requiring annual reports developed by the Street Department and presented to the Public Infrastructure and Utilities Committee regarding the expenditure of funds. It contains a severability clause.

An ordinance relating to traffic control, repealing Ordinance Number 66868, and establishing the Automated Camera Enforcement Act, authorizing installation of and contracts relating to one or more automated traffic control systems as defined herein, and establishing standards for prosecution of violations of traffic control ordinances detected by automated traffic control systems.

An ordinance adding to Chapter 15 of the City of St. Louis Revised Code of Ordinances, a new subsection, Chapter 15.190, to regulate the commercial use of drones and impose community-based safety regulations and restrictions on the operation of drones and other UAs that do not preempt federal aviation rules or state law; including a severability clause and emergency clause.

An ordinance known as the “Tax Accountability in Development Act,” or TADA, which adds to Section Three of Ordinance Number 71620, codified in Chapter 3.160 of the City of St. Louis Revised Code of Ordinance, a new subsection, Chapter 3.160.030(g), requiring applicants for development tax incentives to be current in the payment of all City property taxes, and requires that the applicants be current in the payment of bills for water and refuse services provided by the City at the time of application for tax incentives from the City.

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the 1902-1904 Dodier St. Redevelopment Area. The project consists of the renovation of a multi-family building in the Old North neighborhood. The prospective redeveloper acquired the property for $75,000 and plans on renovating the 4-unit building consisting of 3-2 bedrooms units and 1- 1-bedroom unit at the cost of $129,000. The redeveloper plans to utilize private funds for this project. Based on the Recommended Abatement Map approved October 26, 2018 by Board of Aldermen Resolution 104, the staff recommends a 10-year tax abatement based on 95 percent of the assessed value of the incremental improvements.

This Board Bill, recommended by the Board of Estimate and Apportionment, authorizes the City of St. Louis Treasurer’s Office to accept Cities Addressing Fines and Fees Equitably (CAFFE) Program grant funds of up to an initial amount of $10,000.00, plus a subsequent anticipated amount up to $35,000.00 for project implementation, by entering into a Memorandum of Understanding with the National League of Cities for the purpose of working with Municipal Courts and the Mayor's Office to create a financial empowerment program; appropriates such funds to the St. Louis Treasurer’s Office; authorizes the expenditure of such funds, to the extent received; and contains an emergency clause.

This Board Bill authorizes the execution of a Lease Agreement between The City of St. Louis, Missouri (the “City”) and Archer Daniels Midland Company (“Lessee”) for approximately 24,072 square feet of real property under certain terms and conditions for a period of ten (10) years, at a rate of $8,425.20 for the first year and increasing by three (3) percent each year thereafter, with three (3) mutual options to extend for five (5) additional years.

This Board Bill authorizes the execution of a Lease Agreement between The City of St. Louis, Missouri (the “City”) and American River Transportation Co., LLC (“Lessee”) for certain mooring rights in the Mississippi River under certain terms and conditions for a period of ten (10) years, at a rate of $74,945.00 for the first year and increasing by three (3) percent each year thereafter, with three (3) mutual options to extend for five (5) additional years.

This Board Bill seeks to approve a Redevelopment Plan and Blighting Study for the North Grand Blvd./ Natural Bridge Ave./ North Florissant Ave./Cass Ave./ Dr. Martin Luther King Dr. Redevelopment Area. The Area excludes the NGA St. Louis site and certain properties west of the NGA site. It consists of vacant lots, and occupied and unoccupied residential, institutional, and commercial buildings in an area approximating 821.40 acres in portions of the Carr Square, JeffVanderLou, and St. Louis Place neighborhoods. Within this Area, 61.2% of the properties consist of vacant land or unoccupied buildings, 59.1% of the properties have buildings in poor condition or have no buildings on site, and 71% of the properties in the Area have declined in value in the last 12 years. Limited power of eminent domain within the Area will help clear title issues the properties may have as well as eliminate blight in the Area, clearing the path for future development. Staff supports tax abatement for the Area because of the condition of the properties and therefore recommends up to fifteen years (15) years of tax abatement.

An ordinance providing for the reallocation of funds remaining in the twenty-eight ward sub-accounts after April 18, 2023.

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the 400 South 14th St. Redevelopment Area. This Area consists of the hotel condominium unit of a partially occupied building that is in the Downtown West Neighborhood. The property in the Area is currently blighted and is in a deteriorated condition that constitutes an economic liability to the City. The prospective redeveloper is acquiring the property for approximately $11.0M and plans on renovating the hotel portion of the building at 400 South 14th St. for the approximate cost of $34.9 million. Retail and restaurant bays will also be reactivated at street level. Private financing will be used for the project. The project is approved for ten (10) years of tax abatement based on 75% of the assessed value of incremental improvements.

This Board Bill is recommended by the Board of Estimate and Apportionment, authorizing the Department of Public Safety to accept 2023 Edward Byrne Memorial Justice Assistance Grant award of up to $456,683.00 from the U.S. Department of Justice for the purposes of providing funding assistance with the Nightwatch Program, Problem Properties Program, and St. Louis Metropolitan Police Department Homicide Analysts Program, appropriating such funds to the Department of Public Safety, authorizing the expenditure of such funds, to the extent received, and containing an emergency clause.

This Board Bill proposes an ordinance authorizing the Police Commissioner, on behalf of the City of Saint Louis, to enter into and execute a Grant Agreement with the United States Department of Justice Office of Community Oriented Policing to fund the purchase of equipment and software for the 911 Call Center upgrade upon approval of the Board of Estimate and Apportionment, and to expend funds by entering into contracts, or otherwise, in a manner that is consistent with the provisions of said Grant Agreement; containing a severability clause and an emergency clause.

The overall purpose for this bill is to conditionally vacate the following street. Incinerator Road from East Grand Avenue to its terminus located in City Block 2450. The Petitioners are Proctor & Gamble Manufacturing Company and Metropolitan St. Louis Sewer District. The vacated area will be used to consolidate property to improve campus access, as well as, safety and security.

This Board Bill would establish requirements pertaining to the retention of employees performing janitorial and security services under contracts for such services with the City and/or City Agency. It provides for certain exemptions, setting forth consequences for violations, establishing requirements in the event the City and/or City Agency outsources janitorial and security services being performed by employees of the City and/or City Agency and establishes policies in the event the City and/or City Agency determines to have its employees perform janitorial and security services. It contains a severability clause and effective date clause.

An ordinance, recommended by the Board of Estimate and Apportionment, authorizing and directing the Mayor and Comptroller of the City of St. Louis, on behalf of the City, to enter into and execute an agreement or agreements with the U.S. Department of Housing and Urban Development (“HUD”) for the receipt of Community Project Funding; appropriating the sum of Five Million Dollars ($5,000,000) which the City has been awarded as Community Project Funding; authorizing and directing the Director of the Community Development Administration (“CDA”) to contract with municipal agencies, non-profit corporations and other entities, as necessary for the expenditure of the Community Project Funding; and directing the Comptroller to issue warrants thereon upon the City Treasury; and containing an emergency clause.

An Ordinance pertaining to the creation and administration of a property tax credit to freeze property tax rates for eligible senior taxpayers residing in the City of St. Louis.

The overall purpose for this bill is to conditionally vacate the following excess portion of right-of-way. The triangular shaped excess portion of right-of-way at the southeast corner of Eleventh St. and Lucas Ave. abutting City Block 178, same being bounded by Lucas, Tenth, Washington and Eleventh. The Petitioner is P & F Properties. The vacated area will be used to consolidate property to correct boundary lines.

The overall purpose for this bill is to conditionally vacate the following alley. The remaining 187.83 foot portion of the 20 foot wide east/west alley in City Block 938 as bounded by Delmar, 21st St. Lucas and 22nd St. beginning at 22nd St. and extending east to a point. The Petitioners are Collaboration Place STL Real Estate and 2233 Washington LLC. The vacated area will be used to consolidate property for future development.

The proposed bill pertains to the award of a grant from the State of Missouri. The bill approves the acceptance of the State of Missouri’s grant of One Million Dollars ($1,000,000.00) for a year-around paid jobs, internships and job training for youth residing in the City of St. Louis. The bill appropriates the funds and authorizes the Director of the St. Louis Agency on Training and Employment to make, negotiate, and execute any and all contracts or other documents on behalf of the City, which are necessary to expend such funds and to expend such funds for the purposes allowed by the State of Missouri. The bill also contains an emergency clause as it relates to the funding of a program.

The proposed bill will prohibit the open carrying of firearms in the City of St. Louis; exceptions are made for law enforcement officers; and including an effective date clause dependent upon restored authority of the City to regulate firearms.

The proposed bill amends Ordinance Number 71430 and Ordinance Number 71647 to amend the definition of Complaint, to require the acceptance of anonymous complaints, requiring member orientation and member training for the COB and DFOB, allowance of Independent legal counsel with certain provisions and to be procured from the budget of the Division of Civilian Oversight, and requiring specific entities to appear before the COB or DFOB only when their presence could potentially interfere with criminal or civil proceedings; and containing an emergency clause.

The proposed bill amends Section Two of Ordinance Number 70794, adopting 2018 International Building Code with amendments, by the addition of a new subsection, subsection 119.3.3, to authorize the Building Commissioner to take steps to secure vacant buildings or structures of five-hundred thousand (500,000) or more square feet which pose significant, extensive concerns to the health, safety, and wellbeing of the public, to prevent their entry and occupancy including but not limited to the use of steel barriers or plates and engaging the services of a security services provider, with the cost of any such measures being paid for by the owner of the building or structure.

A bill that directs the installation of speed humps in specified locations within the 14th Ward.

The bill will require officers of the City of St. Louis Metropolitan Police Department to identify themselves as specified therein when requesting that a person consent to a search of their person, property, vehicle or home when the search is not pursuant to a warrant or exception to warrant requirements under applicable law, where the officer has reasonable suspicion or probable cause for the search, and the search is not incident to a lawful arrest. The bill will require that the officer inform such persons of the reasons for the request to consent to a search and that they may refuse to consent to the search or revoke their consent at any time during the search without consequences to them, and to create a record documenting the person’s consent, refusal to consent, or revocation of their consent to the search which shall be publicly available.

The proposed bill will prohibit persons from openly carrying or displaying any firearm readily capable of lethal use within the City unless the person possesses a valid concealed carry endorsement or permit as provided herein on their person or fails to present such endorsement or permit upon demand by a law enforcement officer.

Pursuant to Ordinance Number 68937 the proposed bill authorizes honorary street name “Louligan Street” which shall begin at the intersection of North 21st Street and Locust Street and run south on North 21st Street to the intersection of North 21st Street and Olive Street.

An ordinance revising and amending Ordinance Number 71504, which created North St. Louis small business and non-profit grant programs; clarifying eligibility for such grant programs, eligible uses for funds available through such grant programs, and how the St. Louis Development Corporation (“SLDC”) will assess applications for and make awards for such grant programs; ensuring such grant programs are administered consistent with relevant federal requirements; and removing barriers and addressing other issues impacting implementation of these grant programs.

This proposed ordinance would establish a program providing access to legal representation for tenants facing eviction or equivalent proceedings; provide an appropriation for initial costs to begin the program; create the position of program coordinator in the Department of Human Services to implement and oversee the program; require the ongoing assessment of and oversight over the needs and outcomes of the program; provide that organizations providing legal representation under the program should work to provide the best possible outcome for a case; require property owners to provide tenants information regarding the availability of the program when terminating tenancy, and require the program coordinator to produce and make available to property owners materials for this use; and require that the program coordinator will work to engage and educate tenants and others about the program, including a severability clause, and an emergency clause.

This Board Bill is to regulate employer and employee working relationships between the City of St. Louis, and all employees under the Circuit Attorney Office. This includes a compensation plan, terms and conditions of employment, benefits, leaves of absence, and authorization for a Deferred Compensation Plan. This Board Bill repeals Ordinance Number 71515, allocating certain other employees to a grade with rate, and including an emergency clause.

The Board Bill relates to the appointment of and salaries of certain Employees in the Sheriff’s office pursuant to Section 57.530, Revised Statutes of Missouri, by repealing Ordinance Number 71509; allocating certain other employees to a grade with rate; and including an emergency clause. The provisions of the sections contained in this ordinance shall be effective with the start of the first pay period following approval by the Mayor.

The Board Bill repeals Ordinance Number 71550 relating to the position classifications and salaries of the Treasurer’s Office employees and enacting in lieu thereof a new ordinance dealing with the same subject matter and containing an emergency clause. The provisions of the sections contained in this ordinance shall be effective June 18, 2023

This Board Bill repeals Ordinance Number 71514 relating to the appointment and rates of compensation of certain employees of the License Collector of the City of St. Louis and enacting in lieu thereof a new ordinance dealing with the same subject matter and containing an emergency clause.

This Board Bill relates to the appointment of and salaries of certain Employees in the Recorders’ Office pursuant to Section 82.610 of the Revised Statutes of the State of Missouri, by repealing Ordinance Number 71511. It contains an emergency clause. The provisions of the sections contained in this ordinance shall be effective June 18, 2023.

The proposed bill, recommended by the Board of Estimate and Apportionment, authorizes and directs the Mayor and Comptroller of the City of St. Louis, on behalf of the City, to enter into and execute an agreement with the U.S. Department of Housing and Urban Development for the receipt of Choice Neighborhoods Implementation Supplemental Grant funding; appropriating the sum of Five Million Dollars ($5,000,000) which the City has been awarded as a Choice Neighborhoods Implementation Supplemental Grant for the Near North Side. The bill authorizes and directs and the Director of the Community Development Administration to contract with municipal agencies, non-profit corporations and other entities, as necessary for the expenditure of the Choice Neighborhoods Implementation Funding.

This Board Bill, recommended by the Board of Estimate and Apportionment, appropriates up to Four Hundred Thousand Dollars ($400,000.00) of the OD2A grant award to the Department of Health. The Department of Health is hereby authorized to accept such funds. The Director of the Department of Health is hereby authorized to expend such funds, and to make, negotiate, and execute any and all contracts or other documents on behalf of the City, for the purposes set forth in the grant; and contains an emergency clause.

This Board Bill is recommended by the Board of Estimate and Apportionment authorizing the Fire Commissioner, on behalf of the City of St. Louis, to enter into the 2021 Assistance- to Firefighters Grant agreement with the U.S. Department of Homeland Security. It authorizes the Fire Commissioner to accept the grant funds; appropriating said funds and a required City match for said funds; and authorizing the Fire Commissioner to expend the appropriated funds by entering into contracts or otherwise for grant purposes. It also contains an emergency clause.
