This Board Bill would establish requirements pertaining to the retention of employees performing janitorial and security services under contracts for such services with the City and/or City Agency. It provides for certain exemptions, setting forth consequences for violations, establishing requirements in the event the City and/or City Agency outsources janitorial and security services being performed by employees of the City and/or City Agency and establishes policies in the event the City and/or City Agency determines to have its employees perform janitorial and security services. An Ordinance pertaining to the creation and administration of a property tax credit to freeze property tax rates for eligible senior taxpayers residing in the City of St. Louis.

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the 4132 South Compton Ave. Redevelopment Area. The project consists of the renovation of a single-family home in the Dutchtown neighborhood. The prospective redeveloper acquired the property from LRA and plans on renovating the home consisting of 3 bedrooms and 3.5 bathrooms at the cost of $350,000. The redeveloper plans to utilize private funds for this project and State Historic Credits. The house will be owner occupied. Based on the Recommended Abatement Map approved October 26, 2018 by Board of Aldermen Resolution 104, the staff recommends a 10-year tax abatement based on 95 percent of the assessed value of the incremental improvements.

The proposed bill amends Section Two of Ordinance Number 70794, adopting 2018 International Building Code with amendments, by the addition of a new subsection, subsection 119.3.3, to authorize the Building Commissioner to take steps to secure vacant buildings or structures of five-hundred thousand (500,000) or more square feet which pose significant, extensive concerns to the health, safety, and wellbeing of the public, to prevent their entry and occupancy including but not limited to the use of steel barriers or plates and engaging the services of a security services provider, with the cost of any such measures being paid for by the owner of the building or structure.

This Board Bill seeks to authorize the issuance of up to Eighty Million Dollars ($80,000,000) of Special Facilities Revenue Bonds, Series 2023 (St. Louis Lambert International Airport - Southwest Airlines Co. Project) (AMT) (the “Project Bonds”). The Project Bonds will be secured and payable solely from funds pledged under the Indenture of Trust (the “Indenture”) relating to the Project Bonds, such revenues consisting of payments to be made by Southwest Airlines Co. pursuant to the Special Facilities Agreement and the Guaranty (as defined in the Indenture). Proceeds from the sale of the Project Bonds will be used to pay: (a) the costs of the construction, extension and improvement of Special Facilities at the St. Louis Lambert International Airport (the “Airport”), consisting of a baggage claim facility in Terminal 2 at the Airport; (b) all or a portion of capitalized interest on the Bonds; (c) any required debt service reserve funds; and (d) certain costs of issuance of the Project Bonds and other related transaction costs with respect to such Project Bonds, including premiums for any bond insurance or surety.

This Board Bill authorizes and directs the Director of Airports and Comptroller of the City to execute the First Amendment to the Concession Agreement with Avendco, LLC (AL-252). This Board Bill contains a severability clause.

This Board Bill authorizes and directs the Director of Airports and Comptroller of the City to execute the “Ground Lease and Development Agreement for Brownleigh and Northern Tract Phases 1 and 2 at St. Louis Lambert International Airport” between the City of St. Louis, Missouri and The Boeing Company. This Board Bill contains a severability clause.

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the Marquette Park Scattered Sites Redevelopment Area. The project consists of the renovation of 6 buildings and construction 5 residential buildings in the Dutchtown and Gravois Park Neighborhoods. The prospective redeveloper is producing 60 units ranging from 1-3 bedrooms, at the cost of $25.9 million. The redeveloper plans to utilize Historic Tax Credits, LIHTC and private funds for this project. The financial model concludes that the project supports fifteen (15) years of tax abatement (10 years based on 90 percent of the assessed value of the incremental improvements and followed by 5 years based on 50 percent of the assessed value of the incremental improvements).

The proposed bill will prohibit persons from openly carrying or displaying any firearm readily capable of lethal use within the City unless the person possesses a valid concealed carry endorsement or permit as provided herein on their person or fails to present such endorsement or permit upon demand by a law enforcement officer.

This Bill is the City’s annual appropriation of the Transportation Sales Tax imposed pursuant to Section 94.600 through 94.655, RSMo., from the City Transportation Trust Fund in the amount of $24,088,000 to the Bi-State Development Agency for transportation purposes for the period from July 1, 2023 through June 30, 2024. This Bill contains an emergency clause.

This Bill is the City’s annual appropriation of the Transit Sales Tax imposed pursuant to Section 94.660, RSMo., from the City Public Transit Sales Tax Trust Fund – Account TWO in the amount of $12,506,000 to the Bi-State Development Agency for the period from July 1, 2023 through June 30, 2024. The First Amendment extends the expiration date of the Concession Agreement to February 28, 2031, establishes a Build Out Period for reconstruction of the premises, and grants to the Concessionaire the non-exclusive right and privilege to construct, develop, manage, and operate a Food and Beverage Concession at the Airport. This Board Bill authorizes and directs the Director of Airports and Comptroller of the City to execute the “Outgrant License between United States of America, Department of Transportation, Federal Aviation Administration (“FAA”), and the City of St. Louis, Missouri.” Under this agreement the FAA will have access and operating rights at the Airport for security, employment, and other governmental purposes. This Board Bill contains a severability clause.

This Board Bill authorizes and directs the Director of Airports and Comptroller of the City to execute Lease Number 697DCM-20-L-00173 the “On-Airport Land Lease between United States of America, Department of Transportation, Federal Aviation Administration, and the City of St. Louis, Missouri” (AL-177). This Board Bill contains a severability clause.

This Board Bill authorizes the transfer of $13,727,769 from the Airport Debt Service Stabilization Fund to the Airport Revenue Fund to make funds available to mitigate rates in Fiscal Year 2022-2023.

This Board Bill authorizes a first amendment to Ordinance Number 71005, approved July 25, 2019, and including a first supplemental appropriation in the amount of Nine Million Three Hundred Twenty Three Thousand Two Hundred Fifty Six Dollars ($9,323,256). This Board Bill raises the total estimated cost of the Airport Projects to a total estimated cost of One Hundred Fifty Million Dollars ($150,000,000).

This Board Bill authorizes a Fourth Amendment to Ordinance Number 67357, approved December 19, 2006, as amended by Ordinance 68650 approved June 2, 2010; Ordinance 68852 approved February 14, 2011; and Ordinance 70824 approved October 19, 2018. This Board Bill amends Section One of Ordinance Number 67357, approved December 19, 2006, to add the “Replace Switchgear Terminal 1 Apron Level Center, MTSB-3” project to the list of approved projects.

This Board Bill authorizes a Fifth Amendment to Ordinance Number 65163, approved February 15, 2001, as amended by Ordinance 65625 approved August 5, 2002; Ordinance 66612 approved February 16, 2005; Ordinance 67115 approved June 5, 2006; and Ordinance 67356, approved December 19, 2006. This Board Bill amends the list of approved projects to include the purchase of five (5) Electric Shuttles FY2023, and increases to the total estimated cost to One Hundred Ten Million Dollars ($110,000,000).

This Board Bill authorizes and directs the Director of Airports, President of the Board of Public Service, and the Comptroller of The City of St. Louis to enter into and execute on behalf of the City the “Memorandum of Agreement (“MOA”) between Southwest Airlines Co. (“Southwest”) and the City of St. Louis, Missouri.” Under the terms of this MOA, the City will finance, contract for, administer, and manage the expansion and renovation of the Terminal 2 Inbound and Outbound Baggage Handling System and Facilities (the “Project”), and Southwest will reimburse the City for the full cost of the Project, as well as the cost associated with financing the Project, via an additional monthly assessment. This Board Bill contains a severability clause, and an emergency clause.

Pursuant to Ordinance Number 70333 as amended by Ordinance Number 71394, the proposed bill directs the Director of Streets to install speed humps to calm the flow of traffic on the 3500 block of Bingham Avenue, 3900 block Giles Avenue, 4700 block of Tennessee Avenue, 3200 Liberty Street, 4400 block South Spring Avenue, 4600 block South Spring Avenue, 3700 block of Neosho Street, 3700 block of Taft Avenue, 3400 block of Alberta Avenue, 3300 block of Gasconade Street, on the 3200 block of Mount Pleasant.

The proposed bill will prohibit commercial vehicle traffic along Meramec Street from the west curb line of South Broadway to the east curb line of Grand Boulevard except for non-commercial pickup trucks, emergency vehicles, including tow trucks when providing emergency service to non-commercial vehicles, and vehicles making deliveries to nearby addresses.

This Board Bill, recommended by the Board of Estimate and Apportionment, appropriates up to Four Hundred Thousand Dollars ($400,000.00) of the OD2A grant award to the Department of Health. The Department of Health is hereby authorized to accept such funds. The Director of the Department of Health is hereby authorized to expend such funds, and to make, negotiate, and execute any and all contracts or other documents on behalf of the City, for the purposes set forth in the grant; and contains an emergency clause.

This Board Bill is recommended by the Board of Estimate and Apportionment authorizing the Fire Commissioner, on behalf of the City of St. Louis, to enter into the 2021 Assistance- to Firefighters Grant agreement with the U.S. Department of Homeland Security. It authorizes the Fire Commissioner to accept the grant funds; appropriating said funds and a required City match for said funds; and authorizing the Fire Commissioner to expend the appropriated funds by entering into contracts or otherwise for grant purposes. It also contains an emergency clause.

This Board Bill authorizes a public works and improvement program at the Airport consisting of capital improvement projects to and for the terminal complexes, airfield structures, and other Airport improvements including the acquisition of certain equipment and vehicles as more fully described in Exhibit A thereto entitled “FY2023-2024 PROJECT LIST” at a total estimated cost of $170 Million Dollars, and authorizes an appropriation totaling $93,118,319.00. This Board Bill contains a severability clause.

The proposed bill amends and revises Ordinance Number 62885, which imposes a one-half of one-percent sales tax, known as the Capital Improvements Sales Tax, on all retail sales made in the City of St. Louis which are subject to taxation under the provisions of Sections 144.010 to 144.525 R.S.Mo., and provides for the allocation of such funds for the purpose of funding capital improvements, including allocations for ward capital improvements, so that allocations for ward capital improvements for each ward shall be made equally.

This ordinance amends the Lead Poisoning Control Law for the City of St. Louis by requiring certain building permits issue only following an inspection of lead hazards and certification that hazards will be addressed by qualified contractors and workers. These requirements will ensure hazardous lead conditions are effectively abated by contractors observing high standards for the safety of occupants and tenants, workers, and the surrounding community. Under current law, certain lead abatement projects require prior notice to the state. This Ordinance enacts penalties against lead abatement contractors who fail to comply with notification requirements under Missouri State law, and other notification requirements as set out in this ordinance. Contractors failing to provide initial notice under State law and this City Ordinance will be subject to a stop work order, suspension of City work permits on the instant work site, and a fine. Work may recommence upon payment of fine, compliance with notice requirements and the Building Commissioner’s satisfaction the contractor has complied with other permitting conditions. Lead abatement contractors who persistently fail to provide notification under State and City law shall forfeit their privilege of conducting lead abatement projects in the City of St. Louis. The Building Commissioner and City of St. Louis Lead Inspection and Hazard Control Division shall receive complaints regarding violations of this ordinance and accordingly conduct investigations, including through periodic inspections of lead abatement projects to determine on-site compliance with federal, state, and local regulations, permits, and project notifications submitted to the building Commissioner.

This Board Bill authorizes and directs the Director of Airports and the Comptroller of The City of St. Louis to enter into and execute on behalf of the City a Lease Agreement with GoJet Airlines, LLC. The term of this Lease Agreement is for five (5) years beginning March 1, 2023 and expiring February 29, 2028. Either party may terminate this agreement at any time without cause with One Hundred Twenty (120) days’ notice. This Board Bill contains a severability clause.

This bill is a proposed appropriation consisting of funds received into the City’s Capital fund pursuant to Ordinance Number 60419 as amended by Ordinance Number 61250 representing one-half of the operating balance of the General Fund from the preceding fiscal year for the purposes of funding Capital Improvements totaling Twenty-Four Million, Forty-Nine Thousand Dollars ($24,049,000); said appropriation to address a variety of the City’s critical capital infrastructure and equipment needs and containing an Emergency Clause.

This Board Bill authorizes and directs the Director of Airports and the Comptroller of The City of St. Louis to enter into and execute on behalf of the City seven (7) Third Amendments to the On Airport Passenger Vehicle Rental (“PVR”) Concession Agreements at St. Louis Lambert International Airport with certain concessionaires, granting them the non-exclusive right, license, and privilege to operate an On-Airport PVR Concession at the Airport. This Board Bill authorizes and directs the Director of Airports and the Comptroller of The City of St. Louis to enter into and execute on behalf of the City the Second Amendment to the Airport Use and Lease Agreement (“AUA”), and when applicable, the AUA with Cargo Addendum with current Signatory Airlines listed in Section One. The proposed bill authorizes the honorary street name Benjamin Polson Way pursuant to Ordinance 68937. Benjamin Polson Way will begin at the intersection of Shawmut Place and Ridge Avenue and run north on Shawmut Place to the intersection of Shawmut Place and North Wells Avenue.

Board Bill would establish the Dutchtown Special Use District for an approximately 91.75 acre site in the Dutchtown, Mount Pleasant, and Carondelet Neighborhoods. The Special Use District Overlay zoning district would permit select uses, prohibit certain uses, and make others conditional uses that would otherwise be allowed in the “B” Two-Family Dwelling, “E” Multi-Family Dwelling, and “F” Neighborhood Commercial Zoning Districts. The Board Bill also provides additional regulations around height, signage, fences, landscape buffers, parking, hours of operation, lighting, and refuse enclosures and dumpsters.

The proposed bill provides for independent investigations of law enforcement misconduct and use of force incidents. The bill repeals Ordinance Number 69984, as amended by Ordinance Number 70532, and enacts in lieu thereof an ordinance that reconstitutes and provides staff support for the Civilian Oversight Board (COB) and provides coordination and staff support for the Detention Facility Oversight Board (DFOB) created under Ordinance 71430. The bill also establishes the Division of Civilian Oversight within the Department of Public Safety, and authorizes the establishment of the Public Integrity Unit, directed by the Circuit Attorney in the City of St. Louis.

An Ordinance recommended by the Board of Estimate and Apportionment appropriating a portion of funds received under the American Rescue Plan Act of 2021, Pub. L. No. 117-2, § 9901 (March 4, 2021) (ARPA) to the St. Louis Department of Health for a new Reproductive Equity Fund and COVID-19 testing, treatment, and vaccination, authorizing contracts to expend the funds, to the extent received; containing a severability clause; and containing an emergency clause.

This Board Bill authorizes and directs the Director of Airports and Comptroller of the City of St. Louis to enter into and execute on behalf of The City of St. Louis an agreement for Integrated Conducted Energy Weapon and Body Camera Equipment and Services with Axon Enterprises, Inc. The agreement is for a term of five (5) years. Either party may terminate this agreement without cause with one hundred twenty (120) days’ notice. This Ordinance authorizes funding for the Air Service Incentive Program through Fiscal Year 2024, extends the program from three to four years, and increases the benefits conferred under the program from $2,400,000 to $3,400,000.

This Board Bill is recommended and approved by the Airport Commission and the Board of Estimate and Apportionment amending Ordinance Number 54999 as codified in Section 18.08.080 of the Revised Code, City of St. Louis, 2020, Anno. approved on March 19, 1968 pertaining to the procurement process through which the City lets concessions contracts at St. Louis Lambert International Airport. It contains a severability clause, and an emergency clause.

This Board Bill seeks to authorize the issuance of up to twenty million ($20,000,000) airport revenue refunding bonds. Proceeds from the Bonds will be used to refund and redeem the City’s outstanding Airport Revenue Refunding Bonds, Series 2012 (AMT) (the “Series 2012 Bonds”). The Bonds will be secured and payable solely from funds pledged under the Amended and Restated Indenture of Trust dated as of September 10, 1997, as amended and supplemented from time to time, including the revenues derived from the operation of the Airport. Based on current interest rate projections, it is anticipated that the refunding and refinancing of the Series 2012 Bonds will result in savings of approximately $1.75 million. Proceeds from the sale of the bonds will be used to : (1) refund the Series 2012 Bonds; (2) fund any required debt service reserve funds, and (3) pay for expenses associated with the issuance of such bonds, including premiums from any bond insurance or surety.

This Memorandum of Agreement (MOA) provides reimbursement to the United States Customs and Border Protection for all costs associated with the purchase, installation, and ongoing maintenance of certain information technology network equipment required by USCBP for the operation of the Federal Inspection Service (FIS) facility at STL. The Term of this MOA is five (5) years commencing July 1, 2022 and expiring June 30, 2027. The Total Estimated Reimbursable Amount is $537,750. This Memorandum of Agreement provides essential services for the traveling public.

The proposed bill would repeal Ordinance Numbers 66419, 68404 and 69429, which pertain to the possession of marijuana and paraphernalia. The bill would also update local enforcement priorities, and probable cause and reasonable suspicion standards, and disciplinary standards to harmonize City policy with Article XIV of the Missouri State Constitution.

This Luggage Cart Rental Concession Agreement AL-022 with Smarte Carte, Inc.is a 5-year agreement commencing December 1, 2021, and includes a ninety (90) day no-fault cancellation clause for either the Airport or Concessionaire. This Agreement grants Smarte Carte, Inc. the non-exclusive right to operate a luggage cart rental concession at St. Louis Lambert International Airport. Smarte Carte, Inc. pays a concession fee to the Airport of 60 percent of gross receipts in excess of $9,000 per month. This Concession Agreement provides essential services to the traveling public.

This First Amendment to The Boeing Company Lease Agreement AL-205 adds a third renewal Term of eight (8) years to the Agreement. This Agreement grants The Boeing Company exclusive use of the premises for aircraft operations and storage at St. Louis Lambert International Airport. The Boeing Company pays the annual rent to the Airport of $227,111. This Lease Agreement provides essential revenue to the Airport.

This Third Amendment to US Bank National Association Banking Concession Agreement AL-278 extends the Term of the Agreement two years, now ending on November 30, 2023. This Agreement grants US Bank the non-exclusive right to operate a full-service banking concession at St. Louis Lambert International Airport. US Bank pays the Terminal 1 Rental Rate for its branch location (currently $28,472.07), and an ATM Transaction Fee of 55 percent all Foreign ATM Transactions. This Concession Agreement provides essential services for the traveling public.

This Airport Aid Agreement covers the period from September 1, 2020 through December 31, 2021. This Airport Aid Agreement provides reimbursement from the Missouri Highways and Transportation Commission to the City up to $222,222 for direct costs incurred by the City for the marketing and promotion of air service at the Airport. The City is required a local match of 10 percent or $27,778 for a total project value of $250,000. This Airport Aid Agreement contains a severability clause and an emergency clause.

This Lease Agreement Term is five (5) years (July 1, 2021 – June 30, 2026), cancellable by either party with one (1) year’s Notice. The Lease Agreement grants Southwest Airlines exclusive use of two separate cargo buildings on airport property for cargo handling and ground service equipment maintenance. Southwest Airlines pays annual rent in the amount of $127,126.89 to the Airport. This Lease Agreement provides essential services for the traveling public.

The purpose of this bill is to authorize the City of St. Louis, by and through the Division of Human Services (“DHS”), accept a grant award from FORTH in the amount $60,000.00 to cover transportation costs and expenses serving senior citizens in St. Louis through contracting the use of electric vehicles with Northside Senior Center and City Seniors Center from 2021 to 2023. Bill will assist FORTH in fulfilling contractual requirements under its United States Dept. of Energy (DOE) funded project. This bill authorizes the Director of DHS to accept and approve the appropriation to expend grant funds for the purposes and uses to assist with supporting the use of Electric Vehicles to deliver meals and provide transportation services to senior citizens in St. Louis. FORTH will provide funds to purchase/lease the electric vehicles and cover the cost to install electric charging stations for vehicles used by Northside Senior Center and City Seniors Center. Through the use of electric vehicles, Senior St. Louisans who rely on services from contracting organizations will have access to transportation that will assist in providing meals and transportation for daily errands and appointments.

An ordinance establishing and creating a Planned Unit Development District for City Blocks 1868.00, 1880.00, & 1881.00 to be known as the "Veterans Community Project Planned Unit Development District" and containing a Severability Clause and an Emergency Clause.

This ordinance authorizes the transfer of $13,727,769 from the Airport Debt Service Stabilization Fund to the Airport Revenue Fund to make funds available to mitigate rates in the Fiscal Year beginning July 1, 2020. This is in accordance with the five-year Airport Use and Lease Agreement that commenced on July 1, 2016.

The proposed bill would create the honorary street name Kim Massie Way, beginning at the intersection of North Broadway and Convention Plaza and running south on North Broadway to the intersection of North Broadway and Lucas Avenue.

This Board Bill would establish the Bevo Mill Area Special Use District for an approximately 92.73 acre site in the Bevo Mill and Dutchtown Neighborhoods. The Special Use District Overlay zoning district, as permitted in the enabling Ordinance 66941, would prohibit certain uses and make others conditional uses that would otherwise be allowed in the underlying “F” Neighborhood Commercial, “G” Local Commercial & Office, “J” Industrial, and “K” Unrestricted Zoning Districts. It also provides additional regulations around lighting and signage, and height within a subarea of the district.

An ordinance submitting to the qualified voters of the City of St. Louis, pursuant to Section 92.115 RSMo, the question of whether to continue the earnings tax imposed by the City of St. Louis for a period of five years; providing for an election and the manner of voting; providing that if such question shall receive the votes of a majority of the voters voting thereon that such earnings tax shall continue; and containing a severability clause and emergency clause.

This Board Bill authorizes and directs the Mayor and Comptroller of the City of St. Louis to execute, upon receipt of and in consideration of the sum of “Two Hundred and Fifty Dollars ($250.00), a Quit Clair Deed to forever quit-claim unto the Veterans Community Project a certain City-owned property located at 3724 Aldine, in the City of St. Louis, Missouri.

This Board Bill authorizes the Board of Elections to accept the Center for Tech and Civic Life (the “CTCL”) Covid-19 Response Grant of $1,034,200.00 to provide financial assistance to local election officials (“LEOs”) for expenses incurred between June 15, 2020 and December 31, 2020, associated with the safe administration of election responsibilities, including safe election day administration; poll worker recruitment, training and safety efforts; voter education and outreach for safe voting policies and procedures; and expanding and maintaining early in-person voting sites and expedited and improved vote-by-mail ballot processing. The grant limits reimbursement to expenses incurred between June 15 and December 31, 2020, in accordance with an assessment called “Safe Voting Plan” prepared by the STL BEC. The grant precludes supplanting previously appropriated funds to BEC or the reduction in budgeted funds to the BEC during the term of this grant unless CTCL grant funds are to be returned.

This Board Bill, in accordance with Article XXV Section 1 of the St. Louis City Charter, and upon being recommended by the Board of Estimate and Apportionment, amend the duties of the Division of Corrections and Department of Health & Hospitals. It would direct the Commissioner of Corrections to begin the process of closing the St. Louis City Medium Security Institution (MSI), also known as the Workhouse, as a detainee center. This Board Bill would direct the Board of Public Service and the Commissioner of Corrections to evaluate the City Justice Center to determine if more detainees could safely be held there and to perform a study of the Medium Security Institution to determine the feasibility of repurposing and to evaluate the ongoing costs of any plan to permanently close the facility. It would direct the Commissioner of Corrections to contact surrounding facilities to determine the per day cost of outsourcing the housing detainees in St. Louis City custody; a requirement for the Department of Personnel to interview corrections officers of the workhouse for open positions in city government. It requires the Department of Health to develop criteria for the hiring of social workers to be assigned to detainees with mental health issues and their families, and to be employees of a newly formed Division of Recidivism Reduction. This board Bill would create a fund to be allocated to neighborhoods with high violent crime rates to be appropriated annually through neighborhood participatory budgeting process; upholding the City’s statutory requirement to detain individuals remanded to the City of St. Louis through the court system. It would direct the Criminal Justice Coordinating Council to provide data as requested by the Board of Aldermen or any department or division of City Government facilitating the closure of the Medium Security Institution facility. It would also direct the Budget Director to analyze the net cost savings to the general fund if MSI is no longer operated as a detainee facility; and it contains an emergency clause.

The City of St. Louis is the owner of certain real property located at 1485-1487 South Vandeventer Avenue, St. Louis, Missouri 63110 (the “Property”). The Property currently sits as a vacant lot. The Transgender Memorial, LLC plan to purchase the Property from the City to preserve the Transgender Memorial Garden of St. Louis in perpetuity as a memorial to murdered Trans people, a green space with a grove, a gathering space for Trans and LGBTQ community, and the greater community of the Grove and St. Louis. The proposed Bill will have a positive impact on the community, as it will help beautify the neighborhood and surround areas.

An ordinance prohibiting medical and mental healthcare providers from providing conversion therapy, also known as reparative therapy, ex-gay therapy, or sexual orientation and gender identity change efforts to a minor, regardless of whether the provider receives compensation in exchange for such services, and providing penalties for the violation of said prohibition; and authorizing the Director of the Health Department to receive, investigate, and refer to the City 6 BB Counselor for prosecution in municipal court complaints of alleged violations of the provisions of this ordinance, and containing an emergency clause.

BOARD BILL NO. 47 INTRODUCED BY: Alderman Alfred Wessels, Jr. An ordinance, recommended by the Board of Estimate and Apportionment, authorizing the Mayor of the City of St. Louis, on behalf of the City, to submit a Substantial Amendment to the 2008 Annual Action Plan to the United States Department of Housing and Urban Development, Office of Community Planning and Development ("HUD") as required to apply for City of St. Louis entitlement funding for the Homelessness Prevention Fund created under Title XII of Division A of the American Recovery and Reinvestment Act of 2009 (“Recovery Act”), for the purpose of providing financial assistance and services to either prevent individuals and families from becoming homeless or helping those who are experiencing homelessness to be quickly re-housed and stabilized hereinafter referred to as the referred to as the “Homelessness Prevention and Rapid Re-Housing Program (HPRP)”, further authorizing the Mayor of the City of St. Louis, on behalf of the City, to submit an application to the State of Missouri for the purpose of securing for the City additional HPRP funding awarded to the State of Missouri (hereinafter referred to as “State HPRP Funding”), authorizing and directing the Mayor and the Comptroller on behalf of the City to enter into and execute an agreement or agreements with HUD for the receipt of HPRP Entitlement Funding and an agreement or agreements with HUD and/or the State of Missouri and/or agencies and/or commissions thereof for State HPRP Funding, appropriating the sum of Eight Million One Hundred Fifty- Six Thousands One Hundred Eighty Eight Dollars ($8,156,188) which the City has been allocated in HPRP Entitlement Funding; appropriating the lesser of Six Hundred Thousand Six Hundred Dollars ($600,600) or such lesser amount of State HPRP Funding as may be awarded to the City; authorizing and directing the Director of the Department of Human Services ("DHS") to contract with municipal agencies, non-profit corporations and other entities, as necessary for the expenditure of HPRP Entitlement Funding and State HPRP Funding; and directing the Comptroller to issue warrants thereon upon the City Treasury; and containing an emergency clause.
