  • Article I - Incorporation
    The inhabitants of The City of St. Louis, as its limits now are or may hereafter be, shall be and continue a body corporate by name "The City of St. Louis," and as such shall have perpetual succession, may have a corporate seal, and sue and be sued.
  • Article II - Elections
    A general municipal election shall be held on the first Tuesday after the first Monday in April, 2005, and every two years thereafter.
  • Article III - Recall of Elective Officers
    Any elective officer may be recalled by the voters of the city, or if he shall have been elected by the voters of a ward or district, then by the voters of such ward or district, as hereinafter provided.
  • Article IV - Board of Aldermen
    The legislative power of the City of St. Louis shall, subject to the limitations of this charter, be vested in a board of aldermen consisting of a president, and twenty-eight members before the first day of the annual general session of the board of aldermen in April, 2023, and of a president, elected as such by general ticket from the city at large, and fourteen (14) members thereafter
  • Article IX - Register
    The register shall have custody of the city seal, original rolls of ordinances, contracts, conditional bonds, title deeds, certificates and papers, and all other records, papers and documents not required by this charter or by ordinance to be deposited elsewhere, and register them by numbers, dates and contents, and keep such index thereof as may by ordinance be provided.
  • Article V - Initiative
    The people retain the right to legislate through the initiative procedure. The people's power to amend the charter does not preclude amendments by the board of aldermen.
  • Article VI - Referendum
    The people shall have power, at their option, to approve or reject at the polls any ordinance, such power being known as the referendum and to be invoked and exercised as herein provided.
  • Article VII - Mayor
    The mayor shall be the chief executive officer of the city and, except as by law or in this charter otherwise provided, have and exercise all the executive power of the city.

    The law department shall consist of a city counselor, five associate and two assistant city counselors, and such other associates, assistants and employees as may be provided by ordinance.

    Judges; powers of board of aldermen; substitute judges; places of holding court; jurisdiction; clerk.

    There shall be a board of public service, consisting of the president of said board, and six directors, who shall be known as director of public utilities, director of streets, director of welfare, director of parks, recreation and forestry, director of health and hospitals and director of public safety.
  • Article XIV - Art Museum and Zoological Park
    Provisions may be made in accordance with law or ordinance for a City Art Museum and a Zoological Park.
  • Article XIX - Franchises
    Limitations on grant; powers reserved to city; ordinances required; incidental regulations; control of public utilities; conditions of grant or renewal; maintenance of streets by street railroads; use of tracks of one street railroad by another.
  • Article XV - Department of Finance
    The department of finance shall include the office of the comptroller and the assessment, collection, treasury and supply divisions.
  • Article XVI - Board of Estimate and Apportionment
    There shall be a board of estimate and apportionment which shall consist of the mayor, comptroller and president of the board of aldermen. It shall keep a record of its proceedings and appoint an employee of the comptroller's office to act as secretary without additional compensation.
  • Article XVII - City Bonds
    Purposes for which bonds may be issued; how payment to be made; elections authorizing issues; annual tax levy; sinking fund; water bonds; administration of sinking funds; warrants for payment of bonded indebtedness.
  • Article XVIII - Civil Service
    It is the purpose of this article to provide a modern and comprehensive system of personnel administration for the city, whereby economy and effectiveness in the personal services rendered to the city, and fairness and equity to the employees and the taxpayers of the city, alike, may be promoted.
  • Article XX - Licenses Taxes
    License taxes may be imposed by ordinance upon the following business avocations, pursuits, callings, animals, or things, and upon agents, agencies, brokers, contractors, or subcontractors connected therewith; and upon any sale, rental, leasing, hiring, or services rendered in connection with any of the subjects, objects, or classifications thereof hereinafter enumerated.
  • Article XXI - Eminent Domain
    Condemnation of (and) or damage to private property, real or personal, or any easement or use therein or restriction of the use thereof for public use, shall be effected as herein provided and as may be further provided by ordinance not inconsistent with this charter.
  • Article XXII - Public Works and Improvements
    No ordinance for public work or improvements of any kind, or repairs thereof, shall be adopted, unless prepared and recommended by the board of public service with an estimate of the cost endorsed thereon.
  • Article XXIII - Special Tax Bills
    For all special assessments for public work or improvements under this charter and ordinances adopted in pursuance thereof, special tax bills shall be prepared and signed by a person designated by the board of public service by resolution entered on its records and shall be made payable to the parties entitled.
  • Article XXIV - Improvement Bonds and Funds
    The board of aldermen, by ordinance recommended by the board of public service, in anticipation of the collection of a special assessment for any public work or improvement, may provide for the issuance of improvement bonds to be delivered to the contractor in payment for so much of the work or improvement as is payable by such special assessment or to be sold by the city and the proceeds paid to the contractor in full for such work and improvement.
  • Article XXV - Miscellaneous Provisions
    The board of aldermen may by ordinance adopted by vote of two-thirds of all the members, on the recommendation of the board of estimate and apportionment, discontinue any division established by this charter, create new or additional divisions, and determine, combine and distribute the functions and duties of divisions, officers and employees.
